Why are some countries better than others at science and technology (S&T)? Written in an approachable style, The Politics of Innovation provides readers from all backgrounds and levels of expertise a comprehensive introduction to the debates over national S&T competitiveness. It synthesizes over fifty years of theory and research on national innovation rates, bringing together the current political and economic wisdom, and latest findings, about how nations become S&T leaders. Many experts mistakenly believe that domestic institutions and policies determine national innovation rates. However, after decades of research, there is still no agreement on precisely how this happens, exactly which institutions matter, and little aggregate evidence has been produced to support any particular explanation. Yet, despite these problems, a core faith in a relationship between domestic institutions and national innovation rates remains widely held and little challenged. The Politics of Innovation confronts head-on this contradiction between theory, evidence, and the popularity of the institutions-innovation hypothesis. It presents extensive evidence to show that domestic institutions and policies do not determine innovation rates. Instead, it argues that social networks are as important as institutions in determining national innovation rates. The Politics of Innovation also introduces a new theory of "creative insecurity" which explains how institutions, policies, and networks are all subservient to politics. It argues that, ultimately, each country's balance of domestic rivalries vs. external threats, and the ensuing political fights, are what drive S&T competitiveness. Chasing Automation tells the story of how a group of reform-minded politicians during the heyday of America's industrial prowess (1921–1966) sought to plan for the technological future. Beginning with Warren G. Harding and the Conference he convened in 1921, Jerry Prout looks at how the US political system confronted the unemployment caused by automation. Both liberals and conservatives spoke to the crucial role of technology in economic growth and the need to find work for the unemployed, and Prout shows how their disputes turned on the means of achieving these shared goals and the barriers that stood in the way. This political history highlights the trajectories of two premier scientists of the period, Norbert Wiener and Vannevar Bush, who walked very different paths. Wiener began quietly developing his language of cybernetics in the 1920s though its effect would not be realized until the late 1940s. The more pragmatic Bush was tapped by FDR to organize the scientific community and his ultimate success—the Manhattan Project—is emblematic of the technological hubris of the era. Chasing Automation shows that as American industrial productivity dramatically increased, the political system was at the mercy of the steady advance of job replacing technology. It was the sheer unpredictability of technological progress that ultimately posed the most formidable challenge. The aim of this book is to broaden our understanding of technological change by adopting the concept of technological retrogression. With reference to concrete cases of technological retrogression a new conceptual framework is developed. The book’s exposition aims at contrasting retrogressive economic dynamics of technological change to progressive dynamics as developed by Schumpeter. At one extreme in the dimension of technological change, capital-strong production units innovate their way out of the recession through technological progress, adopting more advanced production equipment that improves productivity. Following Schumpeterian progressive dynamics, virtuous spirals of growth result. At the other end we find the producers that resort to technological retrogression, which secures survival, but which result in low labour productivity, diminishing the possibility of capital accumulation and thus modernization that could form an escape from poverty. Vicious spirals of decline result, which is the book’s main object of analysis. The theory is, thus, a contribution to understanding the anatomy of recessions.

What is it that shapes the direction of technological progress in advanced industrial societies? Is it science? Technology itself? Or is it something even more powerful and all-encompassing, like power or money or politics? John Kurt Jacobsen addresses this topic by investigating how contemporary democratic capitalist states govern the development and deployment of their scientific and technological resources. He examines the interaction of ideology, profits, and power, and their combined effect upon technology policy in democracies.The “social function of science” has been a contentious area of scholarly study throughout the second half of the twentieth century. Although the book focuses mainly on the United States, for the sake of instructive comparison, it also studies technological development of other societies, including the former Soviet Union and China. Some competing accounts of technical change across the borders include laissez faire, cultural, and neo-Marxist markets. In fact, with regard to laissez faire markets, even to inquire if science has a social function is to deviate from the appropriate images of economic development. What is always politically at stake is who will rule the next stage in production due to each swing in technology, which will, in turn, be associated with a new structure of control. Most recently, the microchip revolution and cyberspace are the most highly publicized candidates for the next upswing in technology—and thus the next new structure of control.The explanatory focus of the book is on ideology, or on ideas about how technology works and should work, and the three key areas of policy contention discussed are industrial development, military uses, and the environment.
