This study discusses the process of military reform in Indonesia after the fall of Suharto?s New Order regime in 1998. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

This volume will help the reader understand fundamental strengths and weaknesses in America's military forces, thereby leading to a comprehension of what genuine military reform is, and is not, and what remains to be done. Ideas will be presented to compare genuine reform to cosmetic dabbling, which fundamentally improves nothing and which sometimes arrives as ill-conceived fads that promise only to burden US combat forces to the point of mental and physical immobility. The work will trace the history of various attempts to impose military reform on American armed forces, especially from Congress, starting during the American Revolution and Continental Congress up through the present day. Particular focus will be placed on the effort of a small group in Congress and the Pentagon in the 1980s (who coined the term military reform in the modern context). Emphasis will be on the reforms these actors advocated, variously successful and unsuccessful, to fundamentally alter how the Department of Defense designs and buys hardware and how our armed forces fight. The book will use Operations Desert Storm and Iraqi Freedom (and the subsequent insurgency in Iraq) to demonstrate what has been reformed in US armed forces and the Department of Defense, and what has not.

The post-Cold War era has witnessed a dramatic transformation in the German political consensus about the legitimacy of the use of force. However, in comparison with its EU and NATO partners, Germany has been reticent to transform its military to meet the challenges of the contemporary security environment. Until 2003 territorial defence rather than crisis-management remained the armed forces' core role and the Bundeswehr continues to retain conscription. The book argues that 'strategic culture' provides only a partial explanation of German military reform. It demonstrates how domestic material factors were of crucial importance in shaping the pace and outcome of reform, despite the impact of 'international structure' and adaptational pressures from the EU and NATO. The domestic politics of base closures, ramifications for social policy, financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcome of reform. The study also draws out the important role of policy leaders in the political management of reform as entrepreneurs, brokers or veto players, shifting the focus in German leadership studies away from a preoccupation with the Chancellor to the role of ministerial and administrative leadership within the core executive. Finally, the book contributes to our understanding of the Europeanization of the German political system, arguing that policy leaders played a key role in 'uploading' and 'downloading' processes to and from the EU and that Defence Ministers used 'Atlanticization' and 'Europeanization' in the interests of their domestic political agendas.

Based on a decade of research in Indonesia, this book provides an in-depth account of the military's struggle to adapt to the new democratic system after the downfall of Suharto's authoritarian regime in 1998. Unlike other studies of the Indonesian armed forces, which focus exclusively on internal military developments, Mietzner's study emphasizes the importance of conflicts among civilians in determining the extent of military involvement in political affairs. Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. In the late 1990s, prominent scholars of civil-military relations detected a decline in the political significance of the armed forces across Southeast Asia. A decade later, however, this trend seems to have been reversed. The Thai military launched a coup in 2006, the Philippine armed forces expanded their political privileges under the Arroyo presidency, and the Burmese junta successfully engineered pseudo-democratic elections in 2010. This book discusses the political resurgence of the military in Southeast Asia throughout the 2000s. Written by distinguished experts on military affairs, the individual chapters explore developments in Burma, Thailand, the Philippines, Vietnam, East Timor, Indonesia and Singapore. They not only assess, but also offer explanations for the level of military involvement in politics in each country. Consequently, the book also makes a significant contribution to the comparative debate about militaries in politics.
