A central claim of this volume is that public policy in education and training can only be properly understood if it is seen in relation to prevailing economic and employment conditions. It has become increaslingly apparent that the neo-liberal economic policies pursued by Western governments during the 1980s and 1990s have led to a growing world-wide 'work crisis'. Unemployment levels, particularly in Europe, remain persistently high, and for those in employment, job insecurity and long working hours have become the norm. The response of UK governments has been to promote 'flexibility' in employment practices while proclaiming the importance of improving skill levels through education and training. This volume challenges the adequacy of such an approach, and asks whether reliance on education and training reforms without additional political intervention in economic processes is capable of reversing current trends. This comprehensive and instructive study examines the relative success or failure of government policies in preventing and alleviating unemployment. Choosing two contrasting cases—West Germany and the United States—Thomas Janoski probes the causes and consequences of two very different orientations toward labor market policy. In West Germany, labor, employers, and government cooperate in the running of a powerful and effective employment service. In the United States, by contrast, one finds little state involvement, organizational confusion, a long history of poor funding, and legislative resistance to intervention in the labor market. In the author's mind, these inadequate policies have had deleterious consequences for the American labor force. Whereas a skilled and flexible labor force exists in West Germany, Americans are poorly trained and barely assisted in finding jobs and training. This political history analyzes the failure of the United States to adopt viable employment policies, follows U.S. manpower training and employment policy from the 1946 Employment Act to the Job Training Partnership Act of 1982. Between these two landmarks of legislation in the War on Poverty, were attempts to create public service employment (PSE), the abortive Humphrey-Hawkins Act, and the beleaguered Comprehensive Employment and Training Act (CETA).Mucciaroni's traces the impact of economic ideas and opinions on federal employment policy. Efforts at reform, he believes, are frustrated by the tension between economic liberty and social equality that restricts the role of government and holds workers themselves accountable for success or failure. Professional economists, especially Keynesians, have shaped the content and timing of policy innovations in such ways as to limit employment programs to a social welfare mission, rather than broader, positive economic objectives. As a result, neither labor nor management has been centrally involved in making policy, and employment programs have lacked a stable and organized constituency committed to their success. Finally, because of the fragmentation of U.S. political institutions, employment programs are not integrated with economic policy, are hampered by conflicting objectives, and are difficult to carry out effectively. As chronic unemployment and the United States' difficulties in the world marketplace continue to demand attention, the importance of Mucciaroni's subject will grow. This book addresses the question of how to build and upgrade job relevant skills. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.
