Book Description
Excerpt from The Political History of England, Vol. 2: During the 16th, 17th, and 18th Centuries From the Breaking out of the Disturbances in Scotland to the Opening of the Long Parliament. (1637 - 1640.) All the above mentioned errors, complaints, and misunderstandings would scarcely have produced important consequences in England, or have caused more violent explosions, if Charles had understood how to acquire love and confidence in Scotland, his hereditary kingdom. That we may the better understand and appreciate the subsequent relations and events, it is necessary to bear in mind some particulars of the Constitution, in Church and State, of that country. The Scotch Parliament had long consisted of three estates, the members of which, however, voted promiscuously together, and decided according to the majority. Whether resolutions of the estates had the force of laws, without the royal sanction, may be much doubted; but the King certainly had no veto in the modern sense of the expression.
