Excerpt from Historical Sketch of the University After fifteen years' service, Dr. Nutt resigned June 30, 187 5. During his administration many important changes were made, but in most cases they originated with, and their details were worked out by, the Board of Trustees. In September, 187 5, Dr. Lemuel Moss, who had a few months before resigned the presidency of the old-chicago University, was elected Presi dent, and at once assumed, under favorable auspices, the duties Of the office. In the next year the relation between the Indiana Medical College and the University was terminated, and in 187 7 the Law School was discontinued after an honorable existence of thirty - five years. Inasmuch as tuition was free, according to a ruling of the Board, the funds of the Uni versity did not justify so large an expenditure of money as was needed to maintain these schools with high standards. The administration of Dr. Moss saw a further expansion of the college course. The course leading to the degree of Bachelor of Science had existed as early as 1854; in 1867 this course was enlarged. In 1878 an additional course leading to the degree of Bachelor of Letters was introduced, which permitted the substitution of French or German in place of the Greek in the classical course. Excerpt from Regulations for the Government of the University of Texas The Registrar's office shall be the mailing department of the Univer sity. His office shall be charged with and he shall be the custodian of all stamps purchased. He shall be required to keep a record of all stamps used. And these daily records shall be summarized once a month, showing the number and denomination of all stamps used and the cash value of same, which, added to the value of stamps on hand, should agree with the amount charged against his office for stamps for that month. If stamps are drawn from his office for use of any department, a requisition blank shall be used signed by the party drawing same, showing the num ber, the denomination and cash value of the stamps so drawn, which shall be treated by the Registrar in the same manner as his daily stamp report in making up his monthly summary and report of stamps used. In this manner a complete record of the postage used by the University shall be kept, which will also Show the volume of the University mail. Excerpt from The Adjustment of the Teaching Load in an University The purpose of the investigation. - Until the past decade or two educational administration has been notably laggard in attacking its problems by methods approximating the scientific. Tradition, sentiment, rule of thumb, temporizing compromise - these have been, and unfortunately, still are, the dominant methods in this important field of human enterprise. One of the largest of the problems in the administration of educational institutions is that of the proper method of determination of the working load of the members of the instructional staff. This problem has been with us ever since we have had schools. Administrators are only beginning to address serious efforts to its scientific solution. This is true even in our higher institutions, to which, because they have been the protagonists of scientific method, we should first turn for the light of example on such a significant problem. The investigation reported here is a pioneering attack upon this problem as it concerns colleges and universities. Being a pioneering study, it is admittedly defective and subject to improvement. At many points, as will be indicated, it is not safe to draw conclusions, and some of the conclusions drawn must, of course, when more and better facts are available, turn out to be inconclusive. It is believed, however, that there is here demonstrated a method of determining teaching loads for the instructional staff of a higher institution that is deserving of wider application - a method that is much more objective and reliable than the methods of tradition, sentiment, rule of thumb, and temporizing compromise that are now in use. It is believed, further, that there are a number of specific conclusions that will commend themselves to the judgment of many for their immediate applicability.
