As humanity enters the Anthropocene epoch the oceans are more at risk than ever before as a result of the increased exploitation of its resources. The Indian Ocean is the third largest ocean in the world comprising 20% of the water on the Earth's surface. The sea lanes in the Indian Ocean are among the busiest in the world with more than 80 percent of global seaborne trade in oil transiting through the Indian Ocean and its vital chokepoints and an estimated 40% of the world's offshore oil production comes from the Indian Ocean. The importance of this region cannot be underestimated and there is no doubt that there are many opportunities for economic growth and job creation presented by the waters washing the shores of the Indian Ocean Rim. In order to ensure a desirable future for humanity it is necessary to make use of the ocean’s resources in a sustainable and responsible manner. Climate change is affecting the Indian Ocean negatively, placing a strain on the ability to ensure food security and damaging the economies of small island states that depend on fisheries and aquaculture for their livelihoods. Increasing ocean temperatures and ocean acidification are taking a toll on ecosystems. Traditionally, the ocean economy is viewed solely as a mechanism for economic growth. In this business-as-usual approach, large-scale industrial economies have developed the ocean economy through the exploitation of maritime and marine resources, often without consideration of how those activities impact the future health or productivity of those same resources. This has led to aquatic ecosystems being viewed and treated as limitless resources; the marine environment becoming a dumping ground for waste; overfishing diminishing fishing stocks; ocean habitats being degraded from coastal developments; sea-level rise impacting coastal communities and infrastructure; increasing ocean acidification; and the marginalisation of poor coastal communities. Recognising the failings of the traditional ocean economy, there is a transition underway around the world towards the Blue Economy. This concept moves beyond the business-as-usual approach with economic development and ocean health complementary to one another. In the Blue Economy, the environmental risks of and ecological degradation from economic activity are mitigated or significantly reduced. Therefore, economic activity is in balance with the long-term capacity of the ocean ecosystems to support this activity and remain healthy and resilient. The book assesses the overall potential of the Ocean Economy (OE) to contribute to Mauritius' development, identifies key sectoral and cross-cutting challenges to be overcome in order to seize that potential, and evaluates ways to ensure the OE's longer-term sustainability. In particular, tt addresses environmental and climate change concerns. Based on a computable general equilibrium (CGE) model analysis of the country developed in partnership with the Government of Mauritius, the book finds that doubling the GDP share of the OE (the 'O2' strategy) is possible, even though achieving such a target is likely to take to at least 15 years. Over the next 10 years, with investments on the order of US$580 million per year, the O2 strategy can yield many positive results in terms of sustainable and inclusive growth. The book assesses opportunities and constraints for OE development from the individual perspective of four sectors, representing the OE's established sectors (fisheries, ports), as well as the emerging ones (marine energy and marine information and communications technology). Sustainable development requires considerable investment in natural resource management, since any OE expansion is likely to entail larger pressure on the environment, including pollution of water and coastlines; and higher exposure to the risks posed by current climate variability and future change. In this respect, Mauritius has recently initiated a Marine Spatial Planning process as a key instrument to reconcile multiple ecological, economic, and social objectives in the use of coastal and ocean resources. Climate change is being increasingly recognized as a threat to the development potential of the OE in Mauritius. The country has made important progress on the understanding of impacts; it has also made progress on practical adaptation responses. The current OE governance system, based on a dedicated ministry and a consultative body (the National Ocean Council), has been instrumental in promoting the OE agenda over the last few years. To fully turn the OE's potential into reality, there is a need to strengthen it, both in terms of technical capacity and in terms of decision-making mechanisms.

Over the last decade the concept of clustering has become a central idea for analyzing the competitiveness of nations, industries and firms. This book shows how the cluster concept can be usefully applied to the study of maritime activities. Such activities, including shipping, shipbuilding and port and maritime services, are clearly geographically concentrated in a number of maritime clusters. However, as the author shows, these are having to compete with other uses of the coasts and oceans including capture fisheries, marine aquaculture, offshore energy and tourism. Sound governance and planning is therefore required to manage the competing claims for ocean space. The book shows how competing industries and other stakeholders can cooperate and benefit from an integrated approach to the development of maritime clusters. The contribution of approaches such as integrated coastal zone management and innovations such as ocean business councils, as well as coordinated networks of maritime clusters are reviewed. Case studies are included from around the world, including detailed examples of the development of the Nelson Mandela Bay Maritime Cluster in South Africa and from Poland in the Baltic Sea.
