Whitman, Governor of the State of New York; 1917 Sir. - The New York State Military Census and Inventory, conceived and ordered by you, has been, in accordance with your instructions, organized, taken, coded, tabulated and deposited m the place assigned to it in the State Capitol at Albany ready for use. It is proper that a report of this undertaking should be made to you, and the following summary of the work accomplished and the expense incurred by the State under chapters 103 and 409 of the Laws of 1917, are therefore presented to you for your consideration. In the early part of the year 1917, you appointed George Garr Henry, of New York city, Director of the State Military Census and Inventory, and commissioned him captain in the Adjutant-General's Department, the census being a part of the military preparation of the State to assist the nation in the conduct of the war against Germany. Yon signed the census bill, chapter 103, passed by the Legislature March 5, on March 29, 1917. Captain Henry at once proceeded to organize the necessary staff for carrying out this work. His task was a difficult one, inasmuch as he had no precedents to go by, no similar enterprise to use as a model. No state in the United States had ever taken such a census. The Federal government furnished no example to be followed. Nothing existed which might act as a guide, except the similar work of European nations, which was of little use in view of the fact that conditions existing on the other side of the Atlantic were so greatly at variance with the conditions existing in New York State.
