This report is the latest of the studies of the Chinese minority in Indonesia to be published by the Cornell Modern Indonesia Project. The Project has a long-term interest in this subject, and earlier studies which it has published include Giok-Lan Tan's The Chinese of Sukabumi and Donald E. Willmott's The National Status of the Chinese in Indonesia 1900-1958. In the present Interim Report Mary F. Somers undertakes to view the overseas Chinese question as part of the politics of Indonesia, concentrating on the persons of Chinese descent who are Indonesian citizens. She devotes particular attention to the peranakan Chinese organization, Baperkip and the role it has played, both in Indonesia's Chinese community and generally on the Indonesian political scene. She is also concerned with the reaction of the peranakan Chinese to the possibility of cultural assimilation into Indonesian society and the willingness of the Indonesians to accept them. After gaining her B.A. in History and Chinese Language at Trinity College in Washington, D.C., Miss Somers entered Cornell University in 1958 as a Ph.D. candidate in the Department of Government and Southeast Asia Program. Following an initial period of research at Cornell and an intensive study of the Chinese (Mandarin) and Indonesian languages, she carried out research in Indonesia from December 1961 to May 1963 under a Foreign Area Training Fellowship. While there she interviewed prominent Chinese widely - both in Java and in Sumatra (Palembang, Medan, Padang), in Sulawesi (Makassar) and in Kalimantan (Bandjarmasin, Pontianak, Singkawang). Miss Somers wishes to emphasize that the conclusions she has reached in the report are tentative; and she hopes to develop them further in a forthcoming publication. Migration in the Time of Revolution examines how two of the world's most populous countries interacted between 1945 and 1967, when the concept of citizenship was contested, political loyalty was in question, identity was fluid, and the boundaries of political mobilization were blurred. Taomo Zhou asks probing questions of this important period in the histories of the People's Republic of China and Indonesia. What was it like to be a youth in search of an ancestral homeland that one had never set foot in, or an economic refugee whose expertise in private business became undesirable in one's new home in the socialist state? What ideological beliefs or practical calculations motivated individuals to commit to one particular nationality while forsaking another? As Zhou demonstrates, the answers to such questions about "ordinary" migrants are crucial to a deeper understanding of diplomatic relations between the two countries. Through newly declassified documents from the Chinese Foreign Ministry Archives and oral history interviews, Migration in the Time of Revolution argues that migration and the political activism of the ethnic Chinese in Indonesia were important historical forces in the making of governmental relations between Beijing and Jakarta after World War II. Zhou highlights the agency and autonomy of individuals whose life experiences were shaped by but also helped shape the trajectory of bilateral diplomacy. These ethnic Chinese migrants and settlers were, Zhou contends, not passively acted upon but actively responding to the developing events of the Cold War. This book bridges the fields of diplomatic history and migration studies by reconstructing the Cold War in Asia as social processes from the ground up.

Selfish, obscenely rich, insular, and opportunistic: these remain how Chinese minorities in Indonesia are perceived by the indigenous population. However, far from being passive victims of discrimination and marginalisation, Chong presents a forceful case in which Chinese Indonesians possess the agency to shape their future in the country, particularly in the changing political, business, and socio-cultural environment after the fall of Suharto. While a lack of good governance that promotes the rule of law and accountability allows or even encourages some Chinese to maintain the status quo by perpetuating corrupt business practices inherited from Suharto’s New Order regime, there are other Chinese Indonesians who make full use of the democratic space opened up under the new administrations, acting as agents of reform by participating in electoral politics and establishing inter-ethnic socio-cultural organisations. Separate privately supported Chinese education in Indonesia has performed the political function of intensifying Chinese separateness, and, thus, retarding assimilation into the larger Indonesian society. In addition, private Chinese education has contributed importantly to the cohesion of that minority community. Education was the chief means by which the Chinese businessmen's organizations sought to dissolve regional and linguistic differences which alienated factions of the Chinese community. Through the use of a uniform language of instruction, Chinese curriculum materials, and a. common interest in Chinese politics and culture, the Chinese schools had great success in reducing overseas Chinese differences.
