The first part of this document highlights the National Advisory Council on Aging (NACA) brief on the five principles for federal pension reform and presents a glossary of terms. The second part contains that NACA brief, which presents recommendations for reform under those five principles: continuing protection for low income seniors; full indexation of pension benefits; provision of benefits on the basis of family income, and ensuring equity between one- and two-income senior couples as well as fairness to women; progressivity of benefits by income level; and control of program costs. The third part is a NACA brief on Canada Pension Plan reform. It evaluates the cost of the Plan, with comparison to pension costs around the world, and makes recommendations with regard to: finding a balance between contribution rate increases and changes to benefits; options for reducing costs of benefits; the Plan's drop-out provision; the age of retirement; partial indexation of pensions; benefits to disabled contributors; survivor benefits; and management of the Plan fund.
