Paying thereon, on the security of the whole property of the Union, s rate of interest unknown to any really civilized people of the world; and more than thrice the rate at this instant paid by that British government with whom we should be now contending for control of the commerce of the world: Compounding interest by borrowing the money with which to pay it, and thereby doubling its amount in less than half a dozen years. Such being our present course of operation, it may be not improper here to ask the questions: "Why it is that such things should now be done?"
