The theme of this book is that it is more important to disentangle and analyze the various problems which are indiscriminately referred to by this phrase than simply to issue a call to arms. Some of the papers reveal unexpected findings; others take an unusual perspective; each provides a fresh and lucid treatment of a difficult subject. No effort has been made to produce a work animated by a single point of view. A central idea of The Metropolitan Enigma is that there is no all-embracing strategy that can be put forward as an effective solution for the "urban crisis." Directed to everyone who is interested in the future of the American city, this is an important and valuable book. The volume was first published in a soft-cover edition by the Task Force on Economic Growth and Opportunity of the United States Chamber of Commerce in 1966. The Joint Center for Urban Studies of M.I.T. and Harvard commissioned the articles. Each of the contributors has had an opportunity to revise his paper, and several essays have been substantially rewritten. Edward Banfield's essay appears here for the first time.

Metropolitan Problems is the end-product of one of the most dynamic research programmes of its kind ever conceived and executed. The book, which took three years to complete, represents the culmination of a two year study that was highlighted by a conference held in toronto in 1967. In the early 1960s, the bureau of Municipal Research (in metropolitan Toronto) decided that a significant way for it to celebrate Canada's centennial would be to initiate a systematic international study of the world's metropolitan areas. The study, with the official cooperation of the United Nations, was designed to produce positive insights into the methods of coping with the interlocking sets of problems associated with the expansion of the modern metropolis. Twelve papers on various aspects of metropolitan problems were commissioned from an international body of experts. Working with these experts were study groups drawn from forty major metropolitan centres throughout the world. After making exhaustive studies of their respective urban centres, the groups reported their findings and submitted detailed briefs through their representatives at the conference. Throughout the symposium, a conscious effort was made to examine single aspects of social, economic and physical change within the overall perspective of the metropolis. The book reflects this approach. Each chapter directs attention to specific problems of the metropolis, problems resulting from the contradiction between accelerating technology and our ability to cope with the incredible pace and rate of change. Together they prove that, despite differences in technology, culture, and political and social matters, the major urban areas of the world do have much in common. Emerging tendencies can be analysed and corrective and preventative measures be made through comparative analysis. This book was first published in 1970.

In September 1980, the Special Programme Panel on Systems Sciences of the North Atlantic Treaty Organization (NATO) sponsored an Advanced Research Institute (ARI) on "Systems Analysis in Urban Policy-Making and Planning" which was held at New College, Univer sity of Oxford, from 21st to 27th September. This week-long meeting brought together 35 invited delegates from most countries of the NATO Alliance to discuss the impact which syst~ms analysis has had and is likely to have on urban affairs. The manuscript was submitted to the publisher in June of 1982. Although the goal of the ARI was to assess the impact of urban systems analysis as seen through the eyes of those closely involved in such work, the meeting also addressed opportunities for future research and development, and therefore in this book we have attempted to synthesize discussions at the meeting with this in mind. But before we describe the structure of this book, it is worth recounting in a little more detail the intentions and organi zation of the meeting, for this has had an important effect on the type of papers produced here, the way they have been written, and the issues they address.
