Despite the recent economic upswing in many Latin American countries, rural poverty rates in the region have actually increased during the past two decades. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

This book explores the notion of rurality and how it is used and produced in various contexts, including within populist politics which derives their legitimacy from the rural-urban divide. The gap between the ‘common people’ and the ‘elites’ is widening again as images of rurality are promoted as morally pure, unalienated and opposed to the cultural and economic globalization. This book examines how using certain images and projections of rurality produces ‘rural authenticity’, a concept propagated by various groups of people such as regional food producers, filmmakers, policymakers, and lobbyists. It seeks to answer questions such as: What is the rurality that these groups of people refer to? How is it produced? What are the purposes that it serves? Research in this book addresses these questions from the areas of both politics and policies of the ‘authentic rural’. The ‘politics’ refers to polarizations including politicians, social movements, and political events which accentuate the rural-urban divide and brings it back to the core of the societal conflict, while the ’policies’ focus on rural tourism, heritage industry, popular art and other areas where rurality is constantly produced and consumed. International institutions and agencies from the Global North are no longer the sole initiators of development norms and best practices. The proliferation of exports and imports of social, economic and policy management models have called for a rethinking of South–South relations. To date, most studies have focused on the drivers and strategies of international initiatives made by emerging powers; none have analysed the impact of these initiatives on the receiving country’s institutions, and on the structures of international organisations. In this book, Carolina Milhorance examines the content, process and consequences of the internationalisation of Brazil’s rural public policy instruments. Brazil earned wide international recognition in the early 2000s for its agricultural modernisation and social policies; its increasing influence illustrated the specific political interests of coalitions that are embedded in domestic and international struggles. Drawing on extensive field research – including more than 280 interviews – conducted in Brazil, Mozambique, South Africa, Malawi, France and Italy, Milhorance analyses the effects of the internationalisation of Brazilian policy solutions on national and local political systems in recipient countries, highlighting specifically the case of Mozambique. Relying on a new theoretical approach to International Relations – one based on public policy analysis and international political sociology – she moves beyond a debate about conventional notions of international power.
