It is under the latter category the present volume fells. It represents, in effect, an attempt to deal with 'The Licensing Problem' from the point of view of the actual traders, as seen, however, by an independent investigator, rather than from the more or less academical, theoretical, or idealistic standpoint of outside critics; and in this respect, therefore, it may claim to occupy an almost unique place in the literature on the subject - apart, that is, from pamphlets or occasional review articles.
