Clarke was born in Winton, Queensland, Australia, and was raised in a "remote part" of Queensland. His father worked as a sheep shearer. Clarke has made many Australian television appearances, including Murder Call, Wildside, Home and Away, Blue Heelers, All Saints, Farscape, White Collar Blue, and Stingers. He played Tommy Caffee on the Showtime series Brotherhood. Clarke has appeared in such films as The Human Contract, Death Race, Public Enemies, and Rabbit-Proof Fence. In the film Death Race, he played Ulrich. Clarke played "Red" Hamilton in the 2009 Michael Mann film Public Enemies. In April 2010, Clarke was cast in the thriller film Texas Killing Fields which is directed by Ami Canaan Mann, Michael's daughter. He also played Detective Jarek Wysocki in the 2011 Fox series The Chicago Code (formerly titled Ride Along), from the creator of The Shield. Clarke appeared in director John Hillcoat's Lawless, which was released on 29 August 2012.
