Book Description
Excerpt from An Historical View of the Government of Maryland, Vol. 1: From Its Colonization to the Present Day Prefaces were formerly called apologies to the rea derz and although they have changed their name, they have not lost their original nature. They assume, for the reader, that he is ignorant of the subjects upon which the writer professes to instruct him; and for the writer, that he has enjoyed means of information denied to the reader. The writer of this work has no apologies to make, on its behalf, for any such assumptions. If it presupposes, that the people of Maryland require information upon its topics, it proceeds only upon what has been universally admitted with regret. If it implies that its writer has any peculiar knowledge to impart, he can at least say, that he has drawn it, principally, from records, and other memorials, of which the moth and rust, those decayers of all earthly things, have been the sole proprietors for more than half a century. If it claims for him competency to the task he has undertaken, it only arrogates the liberty of attempting, what all have declined, and many have pronounced im practicable. Book Description
Excerpt from Studies in the Civil, Social and Ecclesiastical History of Early Maryland: Lectures Delivered to the Young Men of the Agricultural College of Maryland In a very marked degree Maryland history has suffered at the hands of its friends. Desiring to be just, and often truly enthusiastic, they have viewed its course in the direct light of their own prejudices, and the consequence has been a perverted, incomplete, unphilosophical presentation. For Maryland history is many-sided, having, in its course, involved many questions of very diverse kinds, - ecclesiastical, civil, social, political, military. Starting in a small, unique colony, with peculiar institutions created by a charter, itself the outcome of political notions that were fast losing their hold on the popular mind, it had to fight its way, often in weakness, through those institutions up into larger and truer ideas of human liberty. Fight its way; for there was always a sufficient number of conservative men, who held by what was old, to make the efforts of the liberal majority difficult, and to necessitate years of effort before success could crown their endeavors. And this contest went on in all the departments of life, political, civil, social and ecclesiastical; in the last as eminently as in any other; for ecclesiastical affairs belonged as much to the political life of a people then as civil or social affairs did, and probably excited always far more of prejudice and passion than either of them. To form a just estimate of the history of a people a man must transplant himself into the days which he is describing. Book Description
Excerpt from State Government in Maryland, 1777-1781 Most accounts of the Revolutionary period in American history have partially, if not wholly, neglected local con ditions in the separate States. Military events, rather than legal and economic conditions, have chiefly occupied the attention of historians, when the States themselves have been at all considered. But, to understand the real situation, it is necessary to know what measures were taken by the in dividual governments, and what were the popular sentiments upon the different questions of public policy. The attitude of the States toward Congress before the ratification of the Articles of Confederation has an important bearing upon the doctrine of sovereignty. A survey of the local conditions should reveal whether the power of the British Crown reverted to Congress, as the central authority, or whether, before the consummation of the Confederation, the indi vidual States acted merely as allies leagued together for a common cause.
