Conclusions are based on historical perspectives showing that there are huge country-specific divergences and concepts of supporting SMEs. In contrast to multi-national corporations (MNCs), which are not uncommonly supported by the government of the fast-developing country they stem from respectively they are entering and can continue their triumph easily, SMEs often face tremendous difficulties to establish themselves. While the engine of the economy of industrialized countries are SMEs, it seems as if BRICs, especially Russia, struggle to provide appropriate incentives for the foundation of domestic SMEs in order to boost the economic driving force which interviews.

The assessment of the small business condition in Russia is given in the paper, tendencies in its development taking into account various size groups of companies are revealed. The different character of development dynamics of micro, small and medium-sized enterprises that does not allow drawing a conclusion on the sustainable development of small and medium entrepreneurship sector increasing small business validity is shown. As well as comparison of key characteristics of small business development values in Russia and European Union countries is carried out. The paper shows that the potential of small business in Russia is not revealed to the full, its competitive advantages are not attained. The need when developing programs on stimulation and support for small business is shown that considers both its branch features and regional heterogeneity in development. The approach to rating assessment of regions according to the level of small business development is suggested, thus the attention is paid both to formation of the covered set of features and justification of the calculation procedure. The advantages of the suggested approach to rating formation are implementation simplicity, immunity to outliers (discordant observation), possibility for use of the correlated features, objectivity of the choice of weighting coefficients on the basis of the information value (importance) of the considered factors. The research findings allow receiving the flag information targeted at taking reasonable measures in accordance with small business support, differentiated according to regions.

The development of micro, small, and medium-size enterprises (SME) in Russia is a priority of the Russian government, which emphasizes the need of improving SME access to finance, along with other critical factors for SME growth. The objective of this policy note is to inform the Russian policy-makers about options to enhance their measures for improving SME access to finance, as a part of the overall government objective to increase the contribution of SMEs to the Russian economy. The policy note's audience is a broad group of Russian stakeholders, specifically economic policy makers and financial sector regulators, as well as SME support and development institutions, the financial sector, and the private sector. The policy note aims at informing the Russian stakeholders about: (1) alternative and complementary approaches to subsidized financing of SMEs, including policies to support development of an ecosystem of financial providers and innovative products, and (2) the evolving role of the SME development institutions in creating new markets for SME finance and crowding in private sector finance. The policy note has six chapters. Chapter one is the introduction. Chapter two provides an overview on SME access to finance in Russia. Chapter three discusses the development of the non-bank SME financing ecosystem in Russia by focusing on the regulatory approaches to non-bank financial institutions and products, drawing upon relevant international experience. Entrepreneurship, namely finding, evaluating and using new business opportunities by starting new initiatives, still plays a secondary role in Russia. The main vehicles of entrepreneurship, small and medium-sized enterprises, still make up less than a half of the Russian economy (38.06 %). Their contribution to the countrys employment is even smaller (17.86%). Despite their constant growth, these enterprises yield to the state-owned and privatized large enterprises. The situation persists due to a historically strong role of the state, as well as the collective mentality of Russian people. In terms of business environment, there are external barriers such as insufficient access to finance, administrative barriers, corruption and competition. Moreover, numerous internal barriers exist, such as lack of skilled labor force, obsolete managerial approaches, lack of innovation and shadow business practices.
