As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

From the historical perspective, the Cold War can be regarded as an extension and continuation of colonialism via different means. The tools and methods that the superpowers, as well as local allies used, were in many ways similar to those desired during the last stage of European colonialism: gigantic economic and social projects, the promises of progress and modernization to the supporters, and almost death to the opponents or those who dare to step on the way of progress. The tragedy of the history of the Cold War in general and of the Cold War in the countries of the Third World, in particular, showed that two historical projects were originally anti-colonial, however, at last, they became the part of significantly older domination patter, due to intensity and severity of the confrontation, as well as the high stakes they considered were involved and practically apocalyptic fear of the situation when the opponent wins. In other words, even though both Soviet Union and the United States opposed colonialism and its reflections, they practically did the same in their own version of modernity, like their predecessors (for instance, France and Britain with their colonial projects of the 19th and 20th centuries). These methods were focused on implementing ecological, demographic, and cultural change in the societies of the Third World while utilizing military power to defeat the states that dare to resist. The Horn of Africa is a deeply troubled region engulfed in three interlocking crises. The first is a security crisis characterized by a range of devastating inter-state and inter-communal conflicts, including civil wars. The second is an economic crisis, evidenced by widespread debilitating poverty, chronic food insecurity, and frequent cycles of famines. The effects of the third - environmental - crisis are all too visible in the droughts, deforestation and desertification ravaging the region. This book is a critical reading of contemporary interventionism, exploring how interventions shape the course of conflicts and reconciliation processes in Somalia. In a critical departure from the state-capacity consensus that has dominated the debate on terrorism and state failure, this book argues that conflict and sovereignty transformations in Somalia cannot be understood as the result of a gap in state-capacity, as multiple interventions have compromised the autonomy of the target state and society to act as sovereign. Destabilising Interventions in Somalia focuses on the humanitarian intervention of the mid-1990s, the Ethiopia–Eritrean regional proxy war in the late 1990s and the Global War on Terror in the 2000s. Examining the politics and mechanisms of multiple interventions, this book shows how interveners complicate and amplify existing conflicts, how they reiterate the international dimension of the conflict itself, and how they orient the target state towards the outsourcing of sovereignty functions. Key to this process has been the violent and exclusionary nature of interventions grounded in the aspiration of transforming existing political orders.
