Next day the lord president, on the part of the commissioners for England, offered the following paper, as their lordships' sense of the conference at the preceding meeting The lords com missioners for England agree, that neither kingdom shall be burdened with the debts of the other contracted before the union, and that no duties on home consumption, or taxes to be levied from Scotland, shall be applied for payment of the English debts; and whatever time may be fit to be allowed to Scotland to reap the benefit Of the com munication of trade, and enable them the better to pay duties on home consumption equal to England, is most proper to be de termined in the respective parliaments of both kingdoms.
