Early in the twentieth century, states and courts began limiting the workplace hours of wage-earning women in order to protect them from fatigue and ill health. It was felt that a woman's role was to be a mother and that working too many hours in an often unhealthy and dangerous workplace created risks to the performance of that task. In the 1970s, many Fortune 500 companies began implementing "fetal protection policies" to prohibit women from working in areas deemed risky to reproductive capacity. Again, assumptions about motherhood were the driving force behind employment regulations. Women in Labor examines how gender norms affected the workplace health of men and women. Did the desire to protect women result in a safer workplace for all workers? Did it advance or hinder the status of women in the work-place? In answering these questions, Hepler describes a complex network of medical experts, state bureaucrats, business owners, social reformers, industrial engineers, workers, and feminists, many with overlapping interests and identities. Until recently, studies of women's health received scant research attention in the context of the overall magnitude of research conducted on health. Even for health issues that affect both men and women, most research has been limited to male subjects, leaving a large gap in our knowledge base concerning women's health. Finally, the decade of the 1990s is ushering in a shift in this inequity. In 1990 the U.S. National Institutes of Health issued a compelling report citing the lack of sufficient research on women's health as a major gap in our knowledge, and a mandate has been issued to add women as study subjects in research or to document why they have not been included. Such directives will undoubtedly lead to a much-needed burgeoning of research activities in the area of women's health as we approach the twenty-first century. Despite limited research resources, however, there have been steady, scientifically rigorous voices in the wilderness for the last several years, and many of the best investigators are represented in this volume. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Many common assumptions about work are challenged in this book. For example, the findings refute the common assertion that work tasks can be categorized into '"instrumental," or task activities, versus "caretaking," or people-oriented activities. It is shown that, regardless of the type of job, tasks are accomplished through the management of relationships. Other findings show that workers devise ingenious methods for maintaining dignity in the face of blatant oppression, a conclusion neglected in traditional studies of work where prestige hierarchies are presumed to affect workers' feelings about themselves. This book integrates findings from qualitative studies of women's work experiences in 13 occupations. The methods for gathering the data include participant observation, unstructured interviews, analysis of diaries, and review of historical documents. These methodologies permit unanticipated patterns to emerge from the data. Hence, The Worth of Women's Work not only presents new insights into women's work experiences, but simultaneously takes a much-needed step in developing a framework for integrating qualitative research.
