Supply and demand of resources are connected in multiple and complex ways. This interconnectivity has been framed as the global resource nexus. This study focuses on the nexus of five essential natural resources: land, food, energy, water, and minerals. In order to meet the demand for resources from present and future generations, strategic thinking about interdependencies between the supply of and demand for resources is paramount. This report provides insight into the complex interaction between resource supply and demand, global megatrends such as economic growth, climate change, urbanization and demographics, and broader nexus variables such as human resources, technology, governance, social and political factors and instability. Comprising case studies on soy from Brazil, cocoa from Côte d’Ivoire and palm oil from Malaysia, the report illustrates how the nexus dynamics create various risks to the sustainable security of supply of agricultural commodities that are of high importance to the Dutch agri-food sector. The results of this research can be used to strengthen existing initiatives for sustainable supply chain management, and to facilitate policy making in this field. To this end, the report contains a chapter with recommendations on how policymakers can use the global resource nexus framework proposed in this report.

In addition to environmental change, the structure and trends of global politics and the economy are also changing as more countries join the ranks of the world’s largest economies with their resource-intensive patterns. The limited access to natural resources is a major constraint for sustainability at various spatial scales. This challenge has sparked scholarly interest in the linkages or nexus between resources, with a view to helping anticipate unforeseen consequences, identify trade-offs and co-benefits, and find optimal solutions. Yet, despite decades of research, limitations in the scope and focus of studies remain. Recently constructed multiregional input-output (MRIO) databases, which cover the global economy and its use of resources in unprecedented detail, allow systematically investigation of resource use by production as well as consumption processes at various levels and garner new insights into global resource nexus (GRN) issues. This article addresses the question of how to prioritize such issues. Using the MRIO database, EXIOBASE, we address the GRN considering five key resources: blue water, primary energy, land, metal ores, and minerals. We propose a metric of nexus strength, which relies on linear goal programming to rank industries and products based on its associated combined resource use and various weighting schemes. Our results validate current research efforts by identifying water, energy, and land as the strongest linkages globally and at all scales and, at the same time, lead to novel findings into the GRN, in that (1) it appears stronger and more complex from the consumption perspective, (2) metals and minerals emerge as critical, yet undervalued, components, and (3) it manifests with a considerable diversity across countries owing to differences in the economic structure, domestic policy, technology, and resource endowments.

The world of development thinkers and practitioners is abuzz with a new lexicon: the idea of "the nexus" between water, food, and energy which is intuitively compelling. It promises better integration of multiple sectoral elements, a better transition to greener economies, and sustainable development. However, there appears to be little agreement on its precise meaning, whether it only complements existing environmental governance approaches or how it can be enhanced in national contexts. One current approach to the nexus treats it as a risk and security matter while another treats it within economic rationality addressing externalities across sector. A third perspective acknowledges it as a fundamentally political process requiring negotiation amongst different actors with distinct perceptions, interests, and practices. This perspective highlights the fact that technical solutions for improving coherence within the nexus may have unintended and negative impacts in other policy areas, such as poverty alleviation and education. The Water–Food–Energy Nexus: Power, Politics and Justice lays out the managerial-technical definitions of the nexus and challenges these conceptions by bringing to the forefront the politics of the nexus, around two key dimensions – a dynamic understanding of water–food–energy systems, and a normative positioning around nexus debates, in particular around social justice.
