The FSAP undertook a targeted review of the banking regulation and supervision of Spain’s Less Significant Institutions (LSIs). The review is part of the 2024 Financial Sector Assessment Program (FSAP) of Spain. In scoping this targeted review, the IMF team took account of the recommendations of the previous FSAP for Spain (2017) and relevant Euro-Area (EA) and global regulatory and market developments. The review covered: (i) the supervisory powers and independence of Banco de España (BdE); (ii) the supervisory approach and tools for LSIs; (iii) the oversight of LSIs’ governance and risk management; (iv) the regulation and supervision of LSIs’ key risks (including credit risk and problem assets, related party transactions, funding and liquidity risks, and interest rate risk in the banking book); and (v) the oversight approach with respect to LSIs’ climate-related financial risks. The findings and recommendations of this technical note are based on an analysis of the regulatory framework in place and supervisory practices employed as of October 2023.

This 2016 Article IV Consultation highlights that Spain’s economy has continued its recovery. Real GDP expanded by 3.2 percent in 2015 with the same growth rate expected for 2016, despite a prolonged period of domestic political uncertainty. Nearly 1.1 million jobs were created over the past two years. The rebound in private consumption, exports, and investment, aided by past reforms, has remained the main driver of growth. The current account is projected to record its fourth consecutive annual surplus. Private sector balance sheets have further strengthened, while public debt remains high at about 100 percent of GDP. Real GDP growth is projected to moderate to 2.3 percent in 2017.

Why did the Great Recession lead to such a slow recovery? I build a model where heterogeneous firms invest in physical and intangible capital, and can default on their debt. In case of default, intangible assets are harder to seize by creditors. Hence, intangible capital faces higher financing costs. This differential is exacerbated in a financial crisis, when default is more likely and aggregate risk bears a higher premium. The resulting fall in intangible investment amplifies the crisis, and gradual intangible spillovers to other firms contribute to its persistence. Using panel data on Spanish manufacturing firms, I estimate the model matching firm-level moments regarding intangibles and financing. The model captures the extent and components of the Great Recession in Spanish manufacturing, whereas a standard model without endogenous intangible investment would miss more than half of the GDP fall. A policy of transfers conditional on firm age could speed up the recovery, as young firms tend to be more financially constrained, particularly regarding intangible investment. Conditioning transfers on firm size or subsidizing credit (as in current E.U. policy) appears to be less effective.

Common wisdom holds that Latin America is a uniformly Roman Catholic continent and Protestant churches only entered as a result of British or U.S. expansionism following the Spanish-American independence movements. Closer inspection, however, reveals a far different and more exciting reality. As The Mexican Reformation reveals, the Catholic Church in the colonial era was far from monolithic, exhibiting a diversity of expressions and perspectives that interacted with and were sometimes at odds with one another. In the mid-nineteenth century, one such group sought to reform the Catholic Church in line with some of the policies set forth by the government of Benito Ju‡rez. This movement, eventually known as the Iglesia de Jesœs, would lay the foundation for the emergence of Protestant churches in Mexico. Its roots in the worldview of the baroque and in the challenges of the Catholic Enlightenment provide an insight into the evolution of a distinctly Mexican Protestantism within its social and political contexts as well as a window into the processes underlying the development of religious expressions in Latin America.
