Excerpt from America and the European War Well, of course, there is the same confusion here as once made religious faith in Europe not a matter of truth and feeling in its eternal verities, but a matter of opposing cavalry and artillery and the cleverness of one general at deceiving and outwitting the other in a trade where all is fair. In the wars of religion the spiritual conflict was replaced by a very material one, a conflict dragged down from the higher plan whereon it might have purified men to a plane whereon it certainly debased them. For hundreds of years, men were sure that they had to fight out their religious ideas by war and it was necessary to protect and promote their religious ideas by that means. The Protestants of the sixteenth and seventeenth centuries were as certain that Catholic power had to be destroyed by arms as Englishmen of the twentieth century that Prussianism must be destroyed by the same means. And, indeed, so long as both based their position upon military force, so long as both believed that their only security was in dominating the other by that force, collision was, of course, inevitable. This conflict, the determination of each group to impose its military domination on the other, was also certainly inherent in human nature. Yet the day came when one group ceased to attach any very great value to the military domination of another, because it became to be realized that the religious and moral value of such domination was nil, and that the military conflict was irrelevant to religious or moral realities; that the religious possessions of all were rendered more secure by ceasing to fight for them. If we are sufficiently wise, a like transformation will take place in the do main of ideals of nationality. You had men, of course, desiring the military glory, and nothing more, of their particular religious group, not concerned in fact with religious truth or dogma at all, but with the simple desire to have their side win as against the other side. And you have a corresponding defense of war as between nations. You have millions animated by a determination to achieve victory and to give their lives for it, for the simple end of victory. In the Nietzschean and other will-to-power philosophies, you will find plenty of this glorification of victory for itself, irrespective of any moral or material aim whatsoever. Excerpt from The European War, Vol. 20 The Treaty of Versailles that formally ended the World War was an imperfect instrument. None would have admitted this more readily than its framers. Few of its decisions were unchallenged. Many were the targets of bitter criticism. Most were the result of compromise. With all its defects, however, the treaty represented the best thought and effort of the allied statesman. The world's long agony was over and the notations turned from the destructive energies of war to the constructive processes of peace. The treaty was ratified by Great Britain, July 31; by Italy, Oct 7; by France, Oct 13, and by Japan, Oct 27. It was submitted to the United States Senate by President Wilson July 10, and after a long and exhaustive debate, which will be referred to later, was rejected by that body, Nov 19. The German National Assembly ratified the treaty July 9 by a vote of 208 to 115; 99 Deputies refraining from voting. As only the ratification of three of the major allied and associated nations was required in addition to that of Germany, the treaty became a valid instrument, though many months were to elapse before the formal exchange of ratification should put all its clauses into effect. Signed on the same day as the Treaty of Versailles, but only made public four days later, were treaties between the United States and France, and between France and Great Britain, by the terms of which the two powers agreed to come to the aid of France if any unprovoked act of aggression were committed against her by Germany. It was provided that the treaties should be submitted to the council of the League of Nations, which would decide whether to recognize them as engagements in conformity with the League covenant; it was also agreed that the Franco-American Treaty should be submitted to the United States Senate and the French Parliament for approval. The alliance had been suggested by France, who felt that adequate protection against a revived and revengeful Germany had not been accorded her by the main treaty. The supplementary pact referred to Articles 42 and 43 of the Versailles Treaty, which forbade Germany to establish any fortification or maintain any military forces on the left bank of the Rhine or on the right bank to the west of a line drawn fifty kilometres to the east of the same river; and the binding clause was as follows: "In case these stipulations should not assure immediately to France appropriate security and protection, the United States of America shall be bound to come immediately to her aid in case of any unprovoked act of aggression directed against her by Germany." Excerpt from The European War: August to March During the ten years from 1890 to 1900, this com mercial and industrial expansion went on with ever increasing rapidity, while during this time several causes for friction arose between Germany and Great Britain and Germany embarked on the crowning sin of her career, to British eyes, the creation of a great navy. Up to the launching of the Dreadnought by Great Britain, Germany's efforts at creating a navy able to cope with hers were not remarkably successful, owing to the great advance in constructed ships Great Britain possessed. But the success of this dreadnought type of battle ship, which practically sent all ships constructed be fore it to the junk heap, was Germany's opportunity which she improved, starting in on a well reasoned plan of construction that in a very few years raised her navy to the second strongest in the world, and bade fair in a few years-more to create a fleet fully as strong as that of Great Britain. This latter power did not view this proceeding on Germany's part with equanimity. She has herself for many years added to her fleet on the principle of keeping always equal in strength to the two strongest fleets which could be opposed to it. Germany's program of construction obliged Great Britain to strain every financial nerve to maintain the established proportion; So great was this strain that on one occasion she proposed to Germany that the construction of warships in the future be limited. She was Willing to pledge herself to only build five ships to each three built by Germany. Somehow or other the merits of this proposition did not appear clear to Germany, so the race in construction continued and the British middle classes, who largely had to pay the cost of the British construction, and whom Germany was also injuring by taking their customers from them in the world's markets in fair and open competition, did not have their love for Germany increased.
