The European Commission (EC) has set challenging targets for increasing the use of renewable energy, recognising that the renewable energy has an important role to play in helping to reduce greenhouse gas (GHS) emissions and, potentially, to improve the energy security of the European Union, by reducing dependence on fossil fuel supplies, a large proportion of which are imported. Within these renewable energy targets, bioenergy has a very substantial role to play. There is a need to clarify the evidence of the net GHG emissions savings that can be achieved with these technologies and the sensitivities of these savings to the assumptions made in analysis.
