This book includes papers presented at the Third International Transformation (ITX3) Conference and Workshop on Leader Development, held in Washington, DC, at the National Defense University (NDU) on June 19-20, 2013, as well as a summary of the conference discussions. Sponsored by Headquarters Supreme Allied Commander Transformation (HQSACT), and supported by the International Transformation (ITX) Chairs Network, the conference brought together academics, policymakers, and practitioners to discuss the topic of Changing Mindsets to Transform Security: Leader Development for an Unpredictable and Complex World. In July 2012, the Chairman of the Joint Chiefs of Staff, General Martin E. Dempsey, U.S.A., released the Joint Education White Paper, challenging those in the Professional Military Education and Joint Professional Military Education community to develop "agile, adaptive leaders with the requisite values, strategic vision and critical thinking skills necessary to keep pace with the changing strategic environment." In response, and to support NATO National Chiefs of Transformation efforts, the ITX Chairs Network issued a call for papers to increase the understanding of leader development, refine concepts, and develop content to be used in U.S. and international fora. Seventeen of the papers published here were presented in Washington. Two of the papers were submitted before the conference, but the authors were not able to attend. The views are those of the individual authors. Based on the themes developed during the conference, the papers are grouped in five categories: 1) Human Dimension of Transformation; 2) Changing Nature of Adult Education-Drivers of Change; 3) Perspectives on Joint Education; 4) International Attitudes; and 5) Enlisted Education and Other Concepts. Is China challenging liberal norms or being socialised to them? This book argues that China is incrementally pushing for re-interpretation of liberal norms, but, the result is that rather than being illiberal, this reinterpretation produces norms that are differently liberal and more akin to the liberal pluralism of the 1990s. In developing this argument, the author presents a novel way to understand and assess these incremental changes, and the causes of them. The book’s empirical chapters explore China’s views on norms of sovereignty and intervention, and aid and development, contrasting them against the current western liberal practices, but making the case that they are congruent with the attitudes understood as being broadly liberal-pluralist. History is one of the most important cultural tools to make sense of one’s situation, to establish identity, define otherness, and explain change. This is the first systematic scholarly study that analyses the complex relationship between history and religion, taking into account religious groups both as producers of historical narratives as well as distinct topics of historiography.
