This book aims to inquire into the ways in which external actors influence Palestinian NGOs in terms of their development policies and their relative promotion of democratization, and secondly, to investigate the capacity of Palestinian NGOs to contribute to the elaboration of global agendas through transnational activism and global conferences. In order to circumscribe this broad problematic, the empirical data was drawn from organizations working within three sectors: in health, in gender and development, and in human rights and democracy. As the empirical investigation for this study proceeded, this study became aware that an examination of the sites where the ‘global’ and the ‘local’ intersect and intertwine is inseparable from an analysis of the effects of new transnational relations, specifically the aid system, and their impact on local social formations. This is to say that local actors and social structures do not remain static, but are transformed as they are drawn into new transnational relations and then seek to negotiate their place within the aid industry and their relations with donors and international NGOs.

Most non-governmental organizations (NGOs) in the Arab world have traditionally been active in the areas of social work and charity, often within a religious or communal framework. But recently, many of these organizations have become the forum for conflicts between different political trends, while others tackle political problems such as human rights or democratic issues. This book explores Palestinian women’s views of popular resistance in the West Bank and examines factors shaping the nature and extent of their involvement. Despite the signing of the Oslo peace accords in 1993, the Occupied Palestinian Territories in the contemporary period have experienced tightened Israeli occupational control and worsening political, humanitarian, security, and economic conditions. Based on ethnographic fieldwork conducted with women in the West Bank, this book looks at how Palestinian women in the post-Oslo period perceive, negotiate, and enact resistance. It demonstrates that, far from being ‘apathetic’, as some observers have charged, Palestinian women remain deeply committed to the goals of national liberation and wish to contribute to an effective popular resistance movement. Yet many Palestinian women feel alienated from prevailing forms of collective popular resistance in the OPT due to the low levels of legitimacy they accord them. This alienation has been made stark by the gendered and intersecting impacts of expanding settler-colonialism, tightening spatial control, a professionalised and depoliticised civil society, reinforced patriarchal constraints, Israeli and Palestinian Authority (PA) repression and violence, and a deteriorating economy - all of which have raised the barriers Palestinian women face to active participation. Undertaking a gendered analysis of conflict and resistance, this volume highlights significant changes over the course of a long-running resistance movement. Readers interested in gender and women’s studies, the Arab-Israel conflict and Middle East politics will find the study beneficial.

This book examines key questions and challenges the widely prevalent view that the Palestinian Authority collapsed because of its internal governance failures, its lack of commitment to democracy, and corruption. It argues that the analytical framework of 'good governance' is not appropriate for assessing state performance in developing countries, and that it is especially inappropriate in conflict and post-conflict situations. Instead, an alternative framework is proposed for assessing state performance in a context of economic and social transformation. This is then applied in detail to different aspects of state formation in Palestine, showing that the institutional architecture set up by the Oslo agreements was responsible for many of the serious failures.

Makers of Worlds, Readers of Signs charts the aesthetic and political formation of neoliberalism and globalisation in Israeli and Palestinian literature from the 1940s to the present. By tracking literature’s move from making worlds to reading signs, Cohen Lustig proposes a new way to read and theorise our global contemporary. Cohen Lustig argues that the period of Israeli statism and its counterpart of Palestinian statelessness produced works that sought to make and create whole worlds and social time, from the creation of the new state of Israel to preserving collective visions of Palestinian statehood. During the period of neoliberalism, after 1985 in Israel and the 1993 Oslo Accords in Palestine, literature turned to the reading of signs, where politics and history are now rearticulated through the private lives of individual subjects. Here characters do not make social time but live within it and inquire after its missing origin. Cohen Lustig argues for new ways to track the subjectivities and aesthetics produced by larger shifts in production. In so doing, he proposes a new model to understand the historical development of Israeli and Palestinian literature as well as world literature in our contemporary moment. To get a better sense of power dynamics in global politics, this book presents an innovative theoretical framework, combining a critical engagement with, and further development of, Michel Foucault’s governmentality on the one hand, and the theory of world society of the Stanford School of Sociology on the other. Making an original contribution to academic debates about power and global political order, this book develops a comprehensive theoretical perspective on power relations and political dynamics. The book starts from the presupposition that any theoretical engagement of that kind requires nuanced empirical study as well. It therefore analyzes the dynamics of world-societal order in the concrete empirical example of Palestine, and raises the question of how its political and societal order comes into existence. The author argues that governmentality represents a fundamental pattern of political order in world society that also profoundly affects power dynamics in Palestine. This insight has two important implications: First, power relations do not follow dichotomous distinctions such as international/domestic or global/local, but manifest themselves within world society. Second, therefore, order that comes into existence in Palestine needs to be understood as world-societal order. Offering a comprehensive understanding of power relations and patterns of political order(ing) embedded in world society, the book provides a deeper understanding of the complex dynamics that contribute to the political and societal order of Palestine.
