That the President knew that the right of search never formed the subject of discussion during the late negotiation, and that neither was any concession required by the United States government, nor made by Great Britain. The object of the Resolutions is sufficiently obvious, and the importance of the subject to which they point cannot be denied. They relate immediately to the cause of the present war. I may say, sir, without exposing myself to contradiction, he continued, that if the decree of April, 1811, had been published, at the time it purports to be dated, the war in which we are now engaged, would not have taken place.
