In this case study of the AMRAAM program, Mayer examines weapons acquisition as a "political" process involving the perceptions and goals of many organizations. Technologically, the missile is a success, despite a development program that involved major schedule slips, substantial cost growth, and several major redesign efforts. Mayer concludes that external oversight can be counterproductive as it raises the likelihood that the system must respond to forces having little to do with performance or management. For example, overselling the program at the beginning can lead to serious difficulties when the inevitable technical problems make system performance and management look poor in relation to the original promises. In addition, formal structures and procedures designed to reduce uncertainty cannot be relied on to counter optimistic estimates of performance, schedule, or cost. Finally, he concludes that concurrent development programs and fixed price contracts are inappropriate for technically risky programs.

Introduction. The Advanced Medium Range Air-to-Air Missile (AMRAAM) is a joint Air Force and Navy program with an estimated cost of about $13.1 billion (then-year dollars) for 15,500 missiles. The missile has been in development and limited production since the mid-l970's, with the Air Force designated as the lead agency. The Air Force is using a leader/follower acquisition strategy in an attempt to reduce missile cost through competition. The Air Force sought a full-rate production decision from the Defense Acquisition Board in May 1991 but was directed to stay in low-rate initial production until all test certifications were made.

Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) written certification of the current status and future costs of the Advanced Medium Range Air-to-Air Missile (AMRAAM) program. GAO found that: (1) there continue to be uncertainities about the cost, schedule, and performance of the AMRAAM program; (2) DOD certification of the AMRAAM program reflected a number of assumptions which may cumulatively reduce the chance of achieving the program's cost estimate; (3) several flight tests have been conducted to determine whether the missile will perform in accordance with development specifications; and (4) although DOD reviewed flight testing, simulation, and basic design data before it certified that system performance had not been degraded, some early test missiles deviated from contract specifications. GAO found that: (1) the certification of the current status and future cost of the AMRAAM program complied with the DOD Authorization Act of 1986; (2) some of the matters, which DOD certified, involved matters of judgment and future forecasting; and (3) there was no legal basis to object to the release of AMRAAM funds held in reserve pending certification because of disagreements with DOD conclusions or judgments.
