A revolution in education and literacy has taken place throughout the Third World within a generation. The vast majority of parents in developing nations are illiterate, while the majority of children, by the time they reach their teens, have enough formal education to assure more or less permanent literacy. To be sure, the quality of this education, the duration of the schooling experience and the equality of educational opportunity for males and females, rich and poor, urban, town and rural dwellers varies considerably from country to country. However, the fact remains that for the first time in history, formal education has become available to the majority of mankind. The consequences of this new state of affairs must surely be significant. For example, children have the means quickly to acquire more knowledge than their parents possess, which might call into question traditional relationships of respect and honor accorded to older people, based on their greater life experience and knowledge of the ways of the world. Or, as new jobs or occupational roles become available in societies, the superior education of the young might give them competitive advantage over their elders in access to new jobs, higher pay, or other means to enhance the quality of life of their families. Are these changes taking place? This edited collection explores the processes of change currently shaping the Middle East in the post-Arab Spring context. The national and transnational challenges that have emerged since the uprisings in 2011 – particularly the increase in extremism, and the emergence and intensification of civil wars – have garnered significant attention in both media coverage and academic research. This book identifies the differences in growth and development, and the various factors lying behind them, across both Middle East and North African (MENA) and East Asian countries over the 1960‒2020 period. It considers a very wide range of factors, compares initial situations, institutions, and government policies, the dynamic responses to changing circumstances, and discusses the inability of the governments of the MENA region to achieve not only political reform, but also the kinds of economic reform that would allow their citizens to prosper in an increasingly globalized world. The book focuses on Tunisia. Since its independence in 1956 until 2010, Tunisia had considerable success relative to many other MENA countries, but was somewhat less successful relative to East Asian countries. Since 2010, however, while transitioning away from autocracy to democracy, it has been in rather serious economic decline. The book highlights how both the factors identified as enabling Tunisia’s initial success and those leading to its subsequent decline can provide many useful insights for improving the management of economic development across the whole MENA region and perhaps also to developing countries throughout the world.
