An Interregional Expert Meeting on the Use of Satellite Imaging RADAR and Thematic Mapping in Natural Resources Development, organized by the Economic and Social Develop ment Center of the German Foundation for International Development - DSE - in co-operation with the United Nations Department of Technical Co-operation for Develop ment - DTCD - was held in Berlin (West) from 21 November to 4 December 1984. As a result of this meeting, the participants made the following recommendations: A. REMOTE SENSING SYSTEMS AND AVAILABILITY OF DATA 1. Acquisition Platforms and their Continuity The participants expressed concern over the insecurity which clouds the future of orbital remote sensing platforms - the U. S. Landsat series should be continued, if at all possible. The planned initial ten-year operational lifetime of SPOT is en couraging and received support. ESA/ERS 1, Japanl J-ERS 1 and Canada's RADARSAT programmes should be given full imple mentation commitment, as soon as possible, and plans should be developed for system continuity. The participants noted that development of national and regional remote sensing programmes in developing nations, and establishment and upgrading of appropriate ground receiving stations for these systems depends critically on the prospect of platform continuity. vii SATELLITE REMOTE SENSING FOR RESOURCES DEVELOPMENT 2. This book gathers a selection of peer-reviewed papers presented at the Tiangong-2 Data Utilization Conference, which was held in Beijing, China, in December 2018. As the first space laboratory in China, Tiangong-2 carries 3 new types of remote sensing payloads – the Wide-band Imaging Spectrometer (WIS), Three-dimensional Imaging Microwave Altimeter (TIMA), and Multi-band Ultraviolet Edge Imaging Spectrometer (MUEIS) – for observing the Earth. The spectrum of the WIS covers 18 bands, from visible to thermal infrared, with a swath of 300km. The TIMA is the first-ever system to use interferometric imaging radar altimeter (InIRA) technology to measure sea surface height and land topography at near-nadir angles with a wide swath. In turn, the MUEIS is the world’s first large-field atmospheric detector capable of quasi-synchronously detecting the characteristics of ultraviolet limb radiation in the middle atmosphere. The Earth observation data obtained by Tiangong-2 has attracted many research groups and been applied in such diverse areas as land resources, water resources, climate change, environmental monitoring, agriculture, forestry, ecology, oceanography, meteorology and so on. The main subjects considered in this proceedings volume include: payload design, data processing, data service and application. It also provides a comprehensive introduction to the research results gleaned by engineers, researchers and scientists throughout the lifecycle of the Tiangong-2 Earth observation data, which will improve the payload development and enhance remote sensing data applications.

Over the past decade renewed interest in practical applications of Earth observations from space has coincided with and been fueled by significant improvements in the availability of remote sensing data and in their spectral and spatial resolution. In addition, advances in complementary spatial data technologies such as geographic information systems and the Global Positioning System have permitted more varied uses of the data. During the same period, the institutions that produce remote sensing data have also become more diversified. In the United States, satellite remote sensing was until recently dominated largely by federal agencies and their private sector contractors. However, private firms are increasingly playing a more prominent role, even a leadership role, in providing satellite remote sensing data, through either public-private partnerships or the establishment of commercial entities that serve both government and private sector Earth observation needs. In addition, a large number of private sector value-adding firms have been established to work with end users of the data. These changes, some technological, some institutional, and some financial, have implications for new and continuing uses of remote sensing data. To gather data for exploring the importance of these changes and their significance for a variety of issues related to the use of remote sensing data, the Space Studies Board initiated a series of three workshops. The first, "Moving Remote Sensing from Research to Applications: Case Studies of the Knowledge Transfer Process," was held in May 2000. This report draws on data and information obtained in the workshop planning meeting with agency sponsors, information presented by workshop speakers and in splinter group discussions, and the expertise and viewpoints of the authoring Steering Committee on Space Applications and Commercialization. The recommendations are the consensus of the steering committee and not necessarily of the workshop participants.
