Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 39 (thesis year 1994) a total of 13,953 thesis titles from 21 Canadian and 159 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 39 reports theses submitted in 1994, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.

Producing designs based on sub-micron technologies at a competitive cost has always been a challenge for the manufacturers. Different Integrated Circuit (IC) implementation approaches have been adopted to reduce the design time and improve manufacturing costs [1]. One of the methods is to use a Cell-Based IC implementation approach using Standard Cell Libraries. However, the cost associated with the design or purchase of Standard Cell Libraries (Non-Recurring Expense (NRE)) has been increasing consistently with the shortening of device technology. Present day Semi-Custom Designs using sub-micron technologies have a NRE of four million dollars [6, 7, 8] and major part of the cost is accounted by the cost of CAD tools, including the cell libraries [9]. As a result of this, the number of companies that can afford sub-micron Semi-Custom Design is very small. The high NRE also makes initial investments for the start-up companies huge and thus, making their entrance into highly competitive semiconductor market tough. In this thesis, a Standard Cell Library has been developed using open source software. Thus the need to use high cost associated CAD tools and Standard Cell Libraries provided by the vendors can be avoided. A Standard Cell Library of selected cells is developed successfully using Custom IC design flow with the help of open source software. The thesis gives an overview of the design flow adopted for the Standard Cell Library development and also the open source CAD tools used for the development. The Standard Cell Library developed using open source software can be incorporated into a Semi-Custom Design Flow and thus reduce significantly the NRE costs associated with accomplishing a Semi-Custom sub-micron CMOS design.

Modern-day integrated circuits are very capable, often containing more than a billion transistors. For example, the Intel Ivy Bridge 4C chip has about 1.2 billion transistors on a 160 mm2 die. Designing such complex circuits requires automation. Therefore, these designs are made with the help of computer aided design (CAD) tools. A major part of this custom design flow for application specific integrated circuits (ASIC) is the design of standard cell libraries. Standard cell libraries are a collection of primitives from which the automatic place and route (APR) tools can choose a collection of cells and implement the design that is being put together. To operate efficiently, the CAD tools require multiple views of each cell in the standard cell library. This data is obtained by characterizing the standard cell libraries and compiling the results in formats that the tools can easily understand and utilize. My thesis focusses on the design and characterization of one such standard cell library in the ASAP7 7 nm predictive design kit (PDK). The complete design flow, starting from the choice of the cell architecture, design of the cell layouts and the various decisions made in that process to obtain optimum results, to the characterization of those cells using the Liberate tool provided by Cadence design systems Inc., is discussed in this thesis. The end results of the characterized library are used in the APR of a few open source register-transfer logic (RTL) projects and the efficiency of the library is demonstrated.
