This paper describes, explains, and updates the status of the Department of Defense Explosives Safety Board's (DDESB's) Explosives Safety Management Program (ESMP) evaluation process. The DDESB Staff completed the first ESMP evaluation year in FY2009 and began their second evaluation year. As part of the evaluation process, the DDESB Staff collected lessons learned and comments from the field on the Staff's implementation of the process. Using this information, the Staff continuously assessed and improved the process. Additionally, DDESB Staff observed that many explosives safety personnel and their leadership do not fully understand the new methodology, which emphasizes identification of systemic problems and emerging issues for improving the Service's and DoD's ESMP. To increase understanding of the ESMP process, this paper presents and discusses DDESB Staff's improvements and evaluation process mythology.

This paper is a progress report of the activities of the Department of Defense (DoD) Joint Service Accident Evaluation Working Group (JSAEWG). The JSAEWG is a Department of Defense Explosives Safety Board (DDESB) established working group consisting of individuals from the various Services' safety centers and members of the DDESB's staff and designed to address improvements in ammunition and explosives accident reporting and trend analyses. The working group's primary objectives are to improve the reliability of the mishap data contained in the Explosives Safety Mishaps Analysis Module (ESMAM), to expand its usability and query functions, and share appropriate lessons learned. This paper specifically focuses on the improvements already made to ESMAM, discusses the path detailed in the Explosives Safety Mishap Analysis and Evaluation Implementation Plan to collect, aggregate, and analyze data to determine trends and when applicable recommend changes to DoD explosives safety policy and technical requirements, and discusses recent analyses of mishaps and their impact on determining revisions to the DoD explosives safety criteria. Enhancing mishap reporting analyses and ESMAM capabilities will affect DoD explosives and system safety policies and standards. Leveraging these improvements within the North Atlantic Treaty Organization and international explosives safety standards is also a critical function of the DDESB. Information obtained from mishap evaluations is used by the DoD Services and the DDESB to verify and improve our explosives safety standards and issuances.

Military munitions provide one of the most critical warfighting capabilities of the U. S. Department of Defense (DoD). Without safe storage, transport, and employment, military munitions can instantly revert from an asset to a DoD liability. Sound explosives safety management protects people, facilities, equipment, and the environment from potential adverse effects. The DDESB (DoD Explosives Safety Board) enables the DoD to fully execute the National Military Strategy in support of the President's National Security Strategy. The DoD Explosives Safety Management Program (ESMP) includes five elements -- policies, procedures, standards, engineering, and resources. The ESMP's purpose is to reduce the probability and consequences of mishaps involving DoD military munitions; to protect people, property, and the environment, while sustaining operational capabilities and readiness. The strategic plan guides our efforts for organizational transformation through 2012. This plan also describes our evolving role for the future, including how ESMP may preserve assets and strategically enhance force protection. Specific priorities will be executed to realize a compliant and effective explosives safety culture. And a framework for stakeholder input and collaborative partnering will be put into place as well to maximize efforts.
