Excerpt from The Critical Review, or Annals of Literature, Vol. 12: September, 1807 Whether public lectures are the best modes of conveying the instruction, the di 'usion of which is So much wanted, We have our doubts. We think that the elements, atleast, of physical knowledge and the preliminary studies requisite for attaining them ought to form a regular part of common school learning. Boys of common capacities may have laid a solid foundation ol'classical knowledge at the age of 14. After that there are three or four of the most valuable years of life which are too often miserably thrown away. In these years the rudiments of geometry, algebra (as far as quadratic equations), the doctrine of ratios, and the easier parts of dy nemies might be readily acquired, without any hindrance: to a'further proficiency in polite letters. It is the most childish ignorance to think that the capacities of boys are not equal to these studies. The deficiency is not in the pupil, but in the teachers. And till we see a thorough reformation in all our public schools, and an extension ofschool learning to the knowledge of things as well as of words, we must expect the study of sound and legitimate philosophy not to be greatly extended beyond the narrow circuit to which it is at present confined. Whenever the powers invefted' in goverment for ufeful purpofes, become abufed to ambitious ones, in vain do individuals feck to refill a great collective force inflituted' by th'emfelves. Defp'air fometimes produces a counter-union of fife fubjeets, but as it commonly ends in an alteration of rulers, rather' than of principles, the evil complained of foon recurs. Hence there are few good governments in the world; fo few, that our own. Nation thinks it felf in polfe ion of the only one and even this has required more than one fuccefsful revolution to produce, or to prev ferve its perfection. Such then, is the {hue of every tingle country, even when the domeitic enemy to its happinefs has none except the forces of his own nation, at his difpofal. - But anew feche at the prefent moment opens itfelf. Several princes have agreed mutually to lend to one another the powers refpee'cively intrufted to them for national objects, in order that each may thence be enabled to enforce' his refpeetive pleafure upon his refpeetive people. In other Words, they engage to bring the military: forces and the revenues of all na tions, to act, when requifite, upon the people of any jingle nation although that people has already enough to firuggle with at home, whenever its own public force is applied to fupport tyranny. As a counter-concert among the people of dg'fwmt nations is impoflible, . It is henceforth then intended.
