It is an important source of foreign exchange, supplies raw materials for Peru's cotton textile industry, yields cottonseed oil and cake, and pro vides jobs for many thousands of individuals. Cotton is native to Peru and has existed there as a cultivated plant for thousands of years. Francisco Pizarro found it widely used in 1952 and cotton cloth has been dis covered in ancient Peruvian tombs. The early Spaniards, interested primarily in pre cions metals, paid little or no attention to this plant grown by the native Indians. Commercial cotton production, as it is now known, did not get underway until the early 1860's, when the shortage of European cotton resulting from the American Civil War caused English cotton and textile leaders to join local interests in the active promo tion of cotton production in Peru. This promotion included the introduction of seed of cotton varieties popular in the United States and Egypt and favored in the mill areas of Great Britain. Government, if it becomes sufficiently concerned about cotton output, can influence production through allocation of irrigation water and credit. These are very powerful tools for influencing what farmers plant, since virtually all cotton in Mexico is irrigated and both irrigation water and credit are provided at what in effect are, subsidized prices. However, so long as the quantity and grades needed by the domestic mills are supplied (currently about bales per year), many feel that Government policy probably will continue to allow farmers to produce what they wish within the framework of minimum prices established for food crops and the market price for cotton as determined by supply and demand. Excerpt from Cotton Production in India Once Indian cotton had entered the World market in sizable quanti ties it maintained its popularity. Before the United States Civil War, England and China were the largest buyer of India cotton but at the end of that war Europe was the principal consumer. After the turn of the 'twentieth century, Japan began buying more and more Indian cotton and in the early 1930's was the largest buyer. In the early years of World War II, India was faced with a burden some surplus of cotton, which placed a strain on the Government as well as on the cotton trade. Steps were taken to relieve the surplus by restricting cotton acreage and encouraging food-grain production. Since India was short of food, this move helped the cotton industry and improved the food situation. Unfortunately with India's increasing population and a higher standard of living for many working people, food production continues below India's requirements.
