Governor De Witt Clinton, in 1819, recommended several colleges and charitable institutions to the patronage of the legislature. In 1820 he said that Union, Hamilton, and Columbia colleges had received and recommended further assistance from the legislature. In 1826 he urged further appropriations for colleges and for societies for the ex altation of literature and science. This writer says that history is most useful and most intelligible when it shows accurate ly the course of events, the motives underlying them, and the people who shaped them. I have tried to apply this rule in the present work, - to state every fact with all possible accuracy, to discover the motive and purpose of each proposed constitutional reform, and to present a view of the men who shaped the Constitution, so far as this was practicable from reported Speeches and other documents purporting to contain a statement of their opinions and intentions.
