This book evaluates the capacity of new democratic regimes to promote redistributive agrarian reform, an issue of contemporary concern in countries throughout the world. Agrarian reform is particularly complex and difficult for new democracies because it curtails the power and privileges of influential elements of society. The author analyzes the problems attendant on political liberalization and social and economic reform by examining in detail the formulation and implementation of agrarian reform in the Philippines under the governments of Corazon Aquino and her successor, Fidel Ramos. The book explores how the interaction between state and society shapes reform policy decisions, paying close attention to the role of cultural variables and social organizations. It shows that what is needed for successful agrarian reform is a combination of sustained, forceful leadership from a disciplined, reform-oriented political party and grassroots agitation by peasant organizations.

One of the policy measures which has elicited a great deal of attention especially among less developed economies with high man-land ratios is agrarian reform. The long experience of the Philippines on agrarian reform only illustrates the immense implementing problems that this policy measure encountered. Research works on the implementation of past and present laws abound, yielding two fundamental conclusions. First, unequal landownership has, over time, exacerbated poverty and has encouraged inefficient utilization of the scarce resource; and second, the character and pace of the agrarian reform implementation were responsive to the existing political and economic configurations. It is obvious that a policy which ensures a more efficient and equitable use of rural land is critical.

This book seeks to demonstrate the role of public policy in support of equitable and inclusive development. The achievement of this overarching goal rests on an assumption that development does not happen by chance or by accident, but rather, through the deliberate application of analytical tools which public policy is able to provide. The acute economic pressures of the 1980s have forced virtually all of Latin America and Africa and some countries in Asia into painful austerity programs and difficult economic reforms. Scholars have intensively analyzed the economics of this situation, but they have given much less attention to the political forces involved. In this volume a number of eminent contributors analyze the politics of adjustment in thirteen countries and nineteen governments, drawing comparisons not only across the full set of cases but also within clusters selected to clarify specific issues. Why do some governments respond promptly to signs of economic trouble, while others muddle indecisively for years?
