Lightning causes more fires in northeastern California than in all the rest of the State combined. Around Mt. Ingalls in Plumas county, the incidence is about one fire per 10 square miles per year. In northeastern California generally, three-fourths of all lightning-caused forest fires occur in July, August, and September, and two-thirds start between 1 and 6 p.m. These, and other details of lightning-fire incidence on public and private lands were established from tabulation of individual fire reports, as part of a research project supported by the Division of Forestry, California Department of Natural Resources.

Controlling wildfires has been a significant mission for the state and federal governments since the early 1900s. During this time, the agencies responsible for wildland fire management have worked jointly in many ways to minimize losses from fires and to constantly improve firefighting and fire management techniques. In 1967, a new organization was established among the 20 states within the northeastern area of the United States to unite the forest fire control supervisors from each of those states. Since then, the Northeast Forest Fire Supervisors have been charged with the responsibility to stimulate and promote the development and use of specialized forest fire equipment, including better techniques in fire prevention, presuppression, suppression, and improved training and safety methods.

The Fire and Fire Surrogate (FFS) project is a large long-term metastudy established to assess the effectiveness and ecological impacts of burning and fire "surrogates" such as cuttings and mechanical fuel treatments that are used instead of fire, or in combination with fire, to restore dry forests. One of the 13 national FFS sites is the Northeastern Cascades site at Mission Creek on the Okanogan-Wenatchee National Forest. The study area includes 12 forested stands that encompass a representative range of dry forest conditions in the northeastern Cascade Range. We describe site histories and environmental settings, experimental design, field methods, and quantify the pretreatment composition and structure of vegetation, fuels, soils and soil biota, entomology and pathology, birds, and small mammals that occurred during the 2000 and 2001 field seasons. We also describe the implementation of thinning treatments completed during 2003 and spring burning treatments done during 2004 and 2006.
