This study could not have been written before Professor Karl Deutsch made his great contribution to political science in his book, The Nerves of Govern ment. In applying the concepts elaborated in that work to the study of inter national politics it has been necessary to interpret and, occasionally, add to the concepts developed by Professor Deutsch. I do not know whether Deutsch would accept these changes, modifications and interpretations. Here I can only say that I have attempted to stay in the same spirit that I think motivated Professor Deutsch's pioneering study. That spirit is expressed throughout his work. It is that "all studies of politics, and all techniques and models suggested as instrument of political analysis, have this purpose: that men should be more able to act in politics with their eyes open. " In completing this work lowe much to many. Mrs. Susan Schellenberg aided me in identifying sections of an earlier draft that were unclear and helped me test some of the ideas I added to Deutsch's work. Mr. Frederick Slutsky did some preliminary testing of the action system formulations em ployed in the third chapter by using quantitative methods. Particular gratitude is due to the committee who saw this manuscript as a dissertation at Tulane University. This committee, led by Professor Henry L. Mason, consisted of Professor Warren Roberts, Jr. ; Professor James D. Cochrane; Professor Jean M. Danielson and Professor John. S. Gillespie.

A historical study of Chile's twin experiments with cybernetics and socialism, and what they tell us about the relationship of technology and politics. In Cybernetic Revolutionaries, Eden Medina tells the history of two intersecting utopian visions, one political and one technological. The first was Chile's experiment with peaceful socialist change under Salvador Allende; the second was the simultaneous attempt to build a computer system that would manage Chile's economy. Neither vision was fully realized—Allende's government ended with a violent military coup; the system, known as Project Cybersyn, was never completely implemented—but they hold lessons for today about the relationship between technology and politics. Drawing on extensive archival material and interviews, Medina examines the cybernetic system envisioned by the Chilean government—which was to feature holistic system design, decentralized management, human-computer interaction, a national telex network, near real-time control of the growing industrial sector, and modeling the behavior of dynamic systems. She also describes, and documents with photographs, the network's Star Trek-like operations room, which featured swivel chairs with armrest control panels, a wall of screens displaying data, and flashing red lights to indicate economic emergencies. Studying project Cybersyn today helps us understand not only the technological ambitions of a government in the midst of political change but also the limitations of the Chilean revolution. This history further shows how human attempts to combine the political and the technological with the goal of creating a more just society can open new technological, intellectual, and political possibilities. Technologies, Medina writes, are historical texts; when we read them we are reading history.

The Ten Assumptions of Science presents the logically coherent set of assumptions destined to define 21st century scientific philosophy. Glenn Borchardt first explains why assumptions and not absolutes are necessary for scientific thinking. By exploring the opposition between deterministic and indeterministic views, he clearly shows how critical choices among underlying assumptions either clarify or muddle scientific analysis. He shows how customary mixtures of deterministic and indeterministic assumptions are responsible for the current confusion in modern physics. According to Dr. Borchardt, only rare physicists and philosophers have an inkling of the nature of time, space, energy, and matter. The need for reassessing our fundamental assumptions is indicated by the present sorry state of cosmology. Otherwise intelligent scientists promulgate the idea that the universe expanded from a tiny "singularity" smaller than the period at the end of this sentence. At the very least, adherence to Borchardt's assumptions will contribute to the rejection of the "Big Bang Theory," which has surpassed the flat Earth theory as the greatest embarrassment to serious thinkers everywhere. Although the book makes an excellent supplement to college courses in scientific philosophy, it is an astounding eye-opener for the educated reader with an interest in science and philosophy.
