And be it enacted, That the members of the Board shall hold office for three years, or until their successors are appointed; except that of the first appointments the members shall be classed in three divisions, one -third of which shall retire from office in one year; one -third ln two years; and the remaining third ln three years the vacancies thus occurring shall be filled in the same way the first appointments were made; other vacancies which may occur shall be filled in the same way, but only for the completion of the term in which they occur. Some of our farmers believe in the old ways of doing the same things their fathers did before them, in following the same rules their fathers did in their manner and time of planting, in the rotation of their cr0ps, in the seeding and in the har vesting, and they cannot believe that there can be any good derived' from books and experimental farming. Fortunately for the farmers and for the great agricultural indus tries those mistaken ideas are passing away, and with the enlighten ment and the intelligence of the age new ideas have grown up among them, and people have begun to learn that sometimes by experiment ing and by what has been written on the subject of agriculture much benefit to the industry could be obtained. The gathering here to-day I construe as indicating a great change in the sentiments of the farming community, which is not only of importance to themselves and to this Board, but of importance also to the great industrial interests of agriculture throughout this and our sister States.
