Taking an interdisciplinary approach and focusing on the social and psychological resources that promote resilience among forced migrants, this book presents theory and evidence about what keeps refugees healthy during resettlement. The book draws on contributions from cultural psychiatry, anthropology, ethics, nursing, psychiatric epidemiology, sociology and social work. Concern about immigrant mental health and social integration in resettlement countries has given rise to public debates that challenge scientists and policy makers to assemble facts and solutions to perceived problems. Since the 1980s, refugee mental health research has been productive but arguably overly-focused on mental disorders and problems rather than solutions. Social science perspectives are not well integrated with medical science and treatment, which is at odds with social reality and underlies inadequacy and fragmentation in policy and service delivery. Research and practice that contribute to positive refugee mental health from Canada and the U.S. show that refugee mental health promotion must take into account social and policy contexts of immigration and health care in addition to medical issues. Despite traumatic experiences, most refugees are not mentally ill in a clinical sense and those who do need medical attention often do not receive appropriate care. As recent studies show, social and cultural determinants of health may play a larger role in refugee health and adaptation outcomes than do biological factors or pre-migration experiences. This book’s goal therefore is to broaden the refugee mental health field with social and cultural perspectives on resilience and mental health.

Unit four provides a detailed guide to the recognition and management of common mental disorders. The most extensive chapter describes the special needs of refugee children, explains how to recognize their distinct mental health problems, and discusses the most appropriate types of help according to four age groups. Subsequent units offer guidance on the types of mental disorders that can be safely treated by traditional healers, and explain how to recognize and manage alcohol and other drug problems. The conflict in Syria has created a humanitarian crisis, with almost two million people having fled to neighbouring countries in the hope of escaping the violence. Thousands of Syrian refugees continue to enter Lebanon each week, putting increasing pressure on the ability of host communities and aid agencies to provide them with support. The situation has created intense levels of stress for refugees, as in many cases they are forced to take on new responsibilities at odds with their traditional gendered social roles. In order to understand these changing roles, Oxfam and the ABAAD - Resource Centre for Gender Equality conducted a gender situation and vulnerability assessment among Syrian refugees and Palestinian refugees from Syria now living in Lebanon. The findings are presented in this report, which aims to contribute to an improved understanding of the gendered impact of the Syrian conflict and subsequent displacement on refugees now in Lebanon. The report concludes with detailed recommendations for development and humanitarian practitioners and donor agencies, to help them design and implement gender-sensitive programming that addresses these shifting gender roles and helps to minimize stress and tensions among refugee populations (at individual, household and community levels) and between refugee and host communities.

The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.
