Book Description
We conducted this audit to determine whether the Transportation Security Administration (TSA) planned, implemented, and managed its Quiet Skies program to accomplish its mission as intended. The program uses enhanced screening procedures on higher risk passengers, and Federal Air Marshal Service (FAMS) officers observe these individuals at airports and during flights. TSA did not: develop performance goals and measures to demonstrate program effectiveness, or always adhere to its own Quiet Skies guidance. Without sufficient metrics, analysis, and controls, TSA cannot be assured the Quiet Skies program enhances aviation security through FAMS as intended.

Book Description
The security of the U.S. commercial aviation system has been a growing concern since the 1970's when the hijacking of aircraft became a serious problem. Over that period, federal aviation officials have been searching for more effective ways for non-invasive screening of passengers, luggage, and cargo to detect concealed explosives and weapons. To assist in this effort, the Transportation Security Administration (TSA) asked the NRC for a study of emerging screening technologies. This book - the fourth of four - focuses on data fusion as a means to significantly improve the ability of the existing suite of airport detection systems and access control systems to detect and prevent attacks. The book presents a discussion of the data fusion, an analysis of current data fusion efforts, and an assessment of data fusion opportunities for various airport security activities.

The book coversall major transportation modes and puts the American security system into perspective against other national and international systems. Author R. Fosters critical thinking by reviewing the development and evaluation of key transportation security programs Clarifies security issues in the context of civil liberties, federal spending, and terrorist incidents in the United States and globally Considers the “inputs” of security policy, including laws, regulations, and programs; and the “outcomes,” such as enforcement, effectiveness metrics, and workforce morale

Book Description
Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.
