The mission of the Long Term Resource Monitoring Program (LTRMP) is to provide decision makers with information needed to maintain the Upper Mississippi River System (UMRS) as a viable large river ecosystem given its multiple-use character. Congress has declared the UMRS to be both a nationally significant ecosystem and a nationally significant commercial navigation system. The long-term goals of the Program are to (1) understand the UMRS ecosystem (2) monitor trends and impacts with respect to selected resources, (3) develop resource management alternatives, (4) manage informatton and (5) develop useful products The LTRMP was authorized under the Water Resources Development Act of 1986 (Public Law 99-662) as an element of the U.S. Army Corps of Engineers' Environmental Management Program. The original authorization provided for a 10-year program (1987-1997). Authorization was subsequently extended 5 years (to 2002) by Section 405 of the Water Resources Act of 1990 (Public Law 101-640). This Annual Work Plan for the LTRMP for Fiscal Year 1997 has been prepared for the U.S. Army Corps of Engineers (COE) by the U.S. Geological Survey, Environmental Management Technical Center. This Plan allows the COE, the Service, and Program partIcipants to agree at the beginning of the fiscal year on work to be accomplished.

In 1992, macroinvertebrate sampling was initiated in Pools 4, 8, 13, 26, and the Open River reach of the Mississippi River, and La Orange Pool of the Illinois River as part of the Long Term Resource Monitoring Program. Long-term monitoring is needed to detect population trends and local changes in aquatic ecosystems. Mayflies (Ephemeridae), fingernail clams (Sphaeriidae), and the exotic Asiatic clam (Corbicula) were selected for monitoring. Midges (Chironomidae) were added to the sampling design in 1993 and zebra mussels (Dreissena polymorpha) in 1995. Mayflies, fingernail clams, and midges, members of the soft-substrate community, were chosen because they play an important ecological role in the Upper Mississippi River System. Sampling was based on a stratified random design and was conducted at about 125 sites per study area. Mean densities of taxa were weighted by strata for extrapolation purposes. Pool 8 had the highest estimated mean densities of mayflies and fingernail clams (215 and 505 per m2, respectively). Pool 13 had the highest estimated mean number of midges (234 per m2). Overall, the impounded areas (including Lake Pepin) and the contiguous backwaters tended to support the highest mean densities of mayflies, fingernail clams, and midges. Substrates with predominantly a silt clay constituent supported the highest mean densities of mayflies, fingernail clams, and midges.

The Long Term Resource Monitoring Program (LTRMP) completed 2,692 collections of fishes from stratified random and permanently fixed sampling locations in six study reaches of the Upper Mississippi River System during 1999 Collection methods included day and night electrofishing, hoop netting, fyke netting (two net sizes), gill netting, seining, anchored trammel netting, and bottom trawling in selected aquatic area classes The six LTRMP study reaches arc Pools 4 (excluding lake Pepin), 8, 13, and 26 of the Upper Mississippi River, an unimpounded reach of the Mississippi River near Cape Girardeau, Missouri, and the La Grange Pool of the Illinois River. A total 66-76 fish species were detected in each study reach. For each of the six LTRMP study reaches, this report contains summaries of (1) sampling efforts for each combination of gear type and aquatic area class, (2) total catches of each species from each gear type, (3) mean catch-per-unit of effort statistics and standard errors for common species from each combination of a aquatic area class and selected gear type, and (4) length distributions of common species from selected gear types.
