Excerpt from Suggestions for Securing and Holding Attendance of Foreign-Born Adults Upon Public-School English and Citizenship Classes Reports from all parts of the United States have shown a decided increase in the number of communities engaged in Americanization work which have solved to a large degree the problem of securing and holding attendance. In the majority of cases this seems to be due to a few major factors, principally good teaching and supervision, and a community organization ready to back up every effort and suggestion-made by the teaching force. Since no community seems to have entirely solved the attendance problem, since many communities have only recently begun the work, and since others are ready to begin it if the need can be shown, an interchange through the Bureau of Naturalization of methods and discoveries which have been found workable, would undoubtedly be helpful. It will be appreciated that this pamphlet can be only suggestive, since in the space available it will be impossible to go fully into details, but it is hoped that it will be found helpful and stimulative. The process of securing and holding the attendance of foreign-born adults upon English and citizenship classes conducted or supervised by the public schools may be divided into three steps: I. Discovering the number, location, and educational needs of the foreign-born members of the community. II. Informing them that classes are being conducted or will be conducted for their benefit and arousing the desire to take advantage of them. III. Interesting them, and therefore holding them, after they enroll. I. Discovering The Number, Location, and Educational Needs of the Foreign-Born Members of the Community. First Group. This consists of those in most immediate need, i. e., applicants for second citizenship papers who wish to prepare themselves for the naturalization examination. While the bureau does not usually advocate the three-months preparatory classes for petitioners who have had no previous instruction, yet it realizes that there are many who, so far as knowledge of English and their general education are concerned, are ready for American citizenship, only needing an intensive course in the principles of our Government. The inclusion of works in a canonical list creates a large body of exclusions. But among these neglected works there are not a few that nevertheless are worth reading. Literary worth is not necessarily aesthetic impeccability. A literary work recommends itself by a high degree of artistic achievement with elbowroom for historical importance. The present study focuses on Leo Rosten's immigration novel The Education of Hyman Kaplan (1937) and Archibald MacLeish's radio play Air Raid (1938). The first is more than the apparent compendium of language-based jokes. Read in the context of immigration policy from Presidents Theodore Roosevelt to F.D. Roosevelt and of Jewish-American humor, it displays Kaplan's moral and intellectual growth, which extant commentary denies, and exhibits the "interior internationality" of an immigration country. Air Raid is one of the few achieved American radio plays to take a stand on foreign affairs in a context that does not only consist of broadcasting and Picasso's collage-painting Guernica "the screaming picture" which MacLeish transposed into the acoustic medium but also of the historical saturation bombing of the Basque town.
