The European Globalisation Adjustment Fund (EGF) is an EU instrument that provides support to workers made redundant and self-employed persons whose activities have ceased as a consequence of major restructuring events resulting from changes in global trade patterns due to globalisation or financial and economic crisis. This evaluation study assesses to what extent the EGF has attained its objectives during the 2014-2020 period. The evidence base consists of desk-based research, targeted surveys and in-depth interviews with EU and national level stakeholders and end beneficiaries of the Fund, and a public consultation. Case studies on all the EGF cases during the 2014-2020 period, a counterfactual analysis to uncover the impact of the Fund relative to alternative sources of support and the triangulation of evidence from the sources above, informed the study's findings and conclusions. Overall, the EGF has been successful in providing support to and showing solidarity with workers, self-employed persons, and (in some cases) young persons affected by major restructuring events. The Fund remains relevant and useful, although there is room to reconsider its scope in terms of whom it targets and under what circumstances; to simplify or shorten administrative procedures; and to better monitor the results of the interventions.

The global economy has experienced four waves of rapid debt accumulation over the past 50 years. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.
