During the last few years we have heard much of the military occupation of Cuba, Porto Rico, and the Philippines by the United States, and of China by the united powers. Yet each case represents a different phase of occupation. Speaking more precisely only the last mentioned is a case in point throughout, such as is contemplated in our subject, though the other cases are analogous up to the signing of the treaty of peace with Spain.
