This paper investigates structural change at the national and regional level in five broadly defined sectors of the Canadian economy: the natural-resource-based, the labor-intensive, the scale-based, the product-differentiated, and the science-based sectors. The paper examines three aspects of change. First, it traces changes in the importance of each sector over the past two decades. It then examines the amount of internal change within each sector, changes in the importance of individual industries in each sector, and the nature of job turnover within industries. Finally, the paper considers the extent to which wage differentials have widened over time.

It does so by examining the pattern and magnitude of job gain, job loss, and total job turnover due to growth and decline of some firms, and entry and exit of other firms. It also investigates how the effect of cyclical as opposed to structural influences on job turnover have changed over time. Finally, the paper investigates whether the pattern and magnitude of job turnover differ across industries and across regions, and whether the differences are either caused by differences in cyclical sensitivity of job creation and job destruction or in the extent to which restructuring is taking place.

Very slow growth in the US in 2001 that included a collapse in demand for electronic products, and the strong appreciation of the Canadian currency in 2003-2006 have combined to reduce employment in the sector in 2006 to 8.5 per cent below the level of 2000, and real Gross Domestic Product of the sector by more than 2.5 per cent. [...] To illustrate the importance of manufacturing to the economy, we have employed our econometric model of the economy to simulate the impact of a $10 billion (3.3 per cent) increase in manufactured exports in each year of 2003-2006. [...] Looking back to the years since 1970, there is a record of volatility in manufacturing, with earlier sharp episodes of downsizing (typically when the US economy was in recession as at the beginning of the 1980s and 1990s), interrupting periods of growth, including from the mid-1990s until the recent downsizing began. [...] Still, the magnitude of the simulation results and character of real, inflation and financial impacts are consistent with the widespread impression that the appreciation has played a major role in the recent poor performance of the manufacturing (and other goods-producing) industries. [...] Notwithstanding the depreciation of the US dollar versus that of the Canadian, the US share of Canadian imports of manufactures fell sharply in 2003-2006.

This paper examines the trend in the importance of small producers in the Canadian and U.S. manufacturing sectors from the early 1970s to the late 1990s. It finds similar trends in both countries. Small plants increased their share of employment up to the 1990s but their share remained stable in the 1990s. Small plants increased their share of output up to the 1990s but then saw their share of output decline. Over the entire time period, their share of output increased less than their share of employment and, therefore, their relative labour productivity has fallen. The similarity in the trends in the two countries suggests that causes of this phenomenon should be sought in similarities such as the technological environment rather than in country specific factors like unionization or trade intensities.
