This book proposes that the European Union should craft a grand strategy to navigate the new world order based on a four-pronged approach. First, European decision-makers (both in Brussels and across EU capitals) should take a broader view of their existential interests at stake and devote greater time and resources to serving them within the wider cause of the liberal order. Second, Europe needs to help reinvigorate the West by restoring a sense of solidarity through fairer distribution of benefits and burdens. Third, it should develop separate strategies for parts of the world, such as Russia and China, where liberal values are not likely to be attainable in the foreseeable future yet order is still necessary. Fourth, Europe needs to clarify its core interests elsewhere and help stabilize the Middle East and Africa. With this book, the author seeks to lay the essential building blocks for developing a European strategy, which is a complex process involving multiple decision-makers and institutions.

This book provides a detailed analysis of the policy-making processes of EU strategies in foreign and security policy and external action. It uses the European Security Strategy and the EU Global Strategy to assess their policy-making dynamics both before and after the Lisbon Treaty. Inter-institutional relations in strategy-making are put into the context of current debates in European integration, questioning the assumption that the EU is a body increasingly ruled by intergovernmentalism - as reflected by the new intergovernmentalism literature. This book examines how the European Union can pursue a grand strategy and become a distinct global actor in a world of emerging great powers. At the grand strategic level, its sheer economic size makes the EU a global power. However, the EU needs to take into account that many international actors continue to measure power mostly by assessing military capability. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. This volume offers a coherent analysis of the European Union’s security strategies within a comparative framework. If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.

After the conflagration of Tito’s Yugoslavia a medley of new and not-so-new states rose from the ashes. Some of the Yugoslav successor states have joined, or are about to enter, the European Union, while others are still struggling to define their national borders, symbols, and relationships with neighbouring states. Strategies of Symbolic Nation-building in South Eastern Europe expands upon the existing body of nationalism studies and explores how successful these nation-building strategies have been in the last two decades. Relying on new quantitative research results, the contributors offer interdisciplinary analyses of symbolic nation-building in Albania, Bosnia-Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia to show that whereas the citizens of some states have reached a consensus about the nation-building project other states remain fragmented and uncertain of when the process will end. A must-read not only for scholars of the region but policy makers and others interested in understanding the complex interplay of history, symbolic politics, and post-conflict transition.
