Political economy scholarship suggests that private sector investment, and thus economic growth, is more likely to occur when formal institutions allow states to provide investors with credible commitments to protect property rights. This book argues that this maxim does not hold for infrastructure privatization programs. Rather, differences in firm organizational structure better explain the viability of privatization contracts in weak institutional environments. Domestic investors - or, if contracts are granted subnationally, domestic investors with diverse holdings in their contract jurisdiction - work most effectively in the volatile economic and political environments of the developing world. They are able to negotiate mutually beneficial adaptations to their contracts with host governments because cross-sector diversification provides them with informal contractual supports. The book finds strong empirical support for this argument through an analysis of fourteen water and sanitation privatization contracts in Argentina and a statistical analysis of sector trends in developing countries.

Through a variety of analytical lenses - formal modeling, econometrics and case study comparisons - Carlos Rufín fills a gap in the political economy of second-wave, or microeconomic, reforms around the world. More specifically, he does so in the context of the electricity supply industry, where such reforms have been as problematic as they have been widespread. The author shows that ideological considerations and bargaining over the distribution of economic rents accruing from certain institutional arrangements are powerful shapers of institutional change. At the same time, the legacy of the past does not appear to have a clear or systematic effect on the direction of second-wave reforms that seek to transform existing economic institutions. If distributional conflicts can be resolved, these conclusions provide grounds for optimism about the ability to create new institutions even in countries where little favorable precedent exists.

This proceedings volume represents the culmination of nearly three years of planning, organizing and carrying out of a NATO Ad vanced Study Institute on Biomass Utilization. The effort was initi ated by Dr. Harry Sobel, then Editor of Biosources Digest, and a steering committee representing the many disciplines that this field brings together. . When the fiscal and logistical details of the original plan could not be worked out, the idea was temporarily suspended. In the spring of 1982, the Renewable Materials Institute of the State University of New York at the College of Environmental Science and Forestry in Syracuse, New York revived the plan. A number of modifications had to be made, including the venue which was changed from the U.S.A. to Portugal. Additional funding beyond the basic support provided by the Scientific Affairs Division of NATO had to be obtained. Ul timately there were supplementary grants from the Foundation for Microbiology and the Anne S. Richardson Fund to assist student participants. The New York State College of Forestry Foundation, Inc. provided major support through the Renewable Ma terials Institute. The ASI was held in Alcabideche, Portugal from September 26 to October 9, 1982. Eighty participants including fifteen principal lecturers were assembled at the Hotel Sintra Estoril for the program that was organized as a comprehensive course on biomass utilization. The main lectures were supplemented by relevant short papers offered by the participants.
