The purpose of the Program Management Plan (PMP) dated September 29, 2006, is to define the program management processes, initial functional capabilities, and technical development of the Strategic Mobility 21 (SM21) program. The principal management and technical guidance for SM21 has been defined in the PMP, which includes Annex A - Initial Capabilities Document (ICD) and Annex B - Technical Plan. The purpose of this report Annex C is to definitize the SM21 program for the current Phase 2 activities, deliverables and transition. Annex C encompasses two over-arching themes. First, we have the opportunity to collaborate on the Agile Port System (APS) demonstration so that we may define the information technology requirements that will support the integration of the APS with the Joint Deployment Distribution Support Platform (JDDSP). The SM21 program is managed as a modified DoD Advanced Concept Technology Demonstration (ACTD). The SM21 Joint Operational Concept Document (JOCD) describes SM21 as a 4-year, dual-use program, identified as a Joint Advanced Logistics Technology Demonstration (JALTD). This book addresses policies and strategies on internationalization across very different higher education systems globally, including inter alia from South America, Asia and Africa. The volume zooms in on the interplay between the national, institutional and “human” levels of internationalization. The latter is especially novel in that it pays particular attention to how internationalization shapes individuals – rather than only to the effects on student learning or research productivity. The work expounds on (a) the role of internationalization in fostering ethical forms of integration and preparing citizens to engage in dialogue across those differences, (b) the possible trade-offs between private benefits and negative social effects, and (c) the contribution of internationalization to a “global community of minds”. By discussing the human dimension, it becomes clear how internationalization can contribute to defining unique ways to confront today’s societal challenges.
