This book investigates institutional dimensions of urban water supply in India, with a specific focus on institutional capabilities to provide drinking water to urban households in an efficient, equitable and sustainable manner. This book has been developed through empirical research within the context of growing urbanisation and increasing water needs of Indian cities, and the wider developmental goal of achieving universal and equitable access to safe and affordable water for all – as envisaged in goal 6 of the SDGs. This study revolves around three important aspects of urban water supply and governance. Firstly, it attempts to understand household water service delivery scenarios in urban India, drawing from case studies based on our household survey in four cities – Ahmedabad, Bangalore, Kochi and Hyderabad. Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. While dealing with the issue of inequality and access to water, it attempts to explore the question of whether access to water and water scarcity is socially neutral; whilst also analysing the mechanisms employed by the urban poor to manage their daily water needs. Thirdly, this book explores the role of institutions for efficient and effective delivery of water in urban India. The institutional analysis from a comparative perspective provides important insights to guide current reforms in domestic water supply in India, especially in a neo-liberal context. The book is a valuable resource for academicians, policy makers and practitioners involved in water governance in general and domestic (drinking) water supply in particular. Besides, it is of great interest to those working in the area of urban development, urban planning and household water management. Case studies were conducted in five selected Asian countries on their water policy reform initiatives. Of the five countries, China stands out as the country that has derived the most from on-going global efforts in promoting water sector institutional reforms and the concept of integrated water resources management (IWRM). China has emerged as the leader in adapting these concepts to suit the context of the country. Advanced stages of water development in many parts of the country and increased water shortages due to rapid economic development have prompted China to forge ahead in the search for institutional solutions to make the water sector more productive, and the management of water resources more sustainable. In the other selected countries, efforts to replicate the models of developed countries without much adaptation and due reference to their stages of development have generally failed. The dominance of irrigation within the water sector and the informality of the economy related to water in these countries seem to make the application of prescribed IWRM principles rather unfeasible. The lesson to be drawn from policy reviews of the five countries is that effective waterinstitutions are not static systems, but are adaptive and dynamic institutional developments compatible with the local context, particularly with the structure of the overall economy of the country and its water sector.

This book reviews and analyzes emerging challenges in water policy, governance and institutions in India. Recent times have seen the contours of water policy shaped by new discourses and narratives; there has been a pluralization of the state and a changing balance of power among the actors who influence the formulation of water policy. Discourses on gender mainstreaming and Integrated Water Resource Management (IWRM) are influential, though they have often remained rhetorical and difficult to put into practice. Debate over property rights reform and inter-linking of rivers has been polarized. At the same time, there has been a rising disenchantment with policy initiatives in participatory irrigation management, cleaning up of water bodies and pollution control. Fast depletion of groundwater resources and the importance of adopting new irrigation methods are getting increased focus in the recent policy dialogue. The contributors review current debate on these and other subjects shaping the governance of water resources, and take stock of new policy developments. The book examines the experience of policy implementation, and shows where important weaknesses still lie. The authors present a roadmap for the future, and discuss the potential of alternative approaches for tackling emerging challenges. A case is made for greater emphasis on a discursive analysis of water policy, to examine underlying policy processes. The contributors observe that the ongoing democratization of water governance, coupled with the multiplication of stresses on water, will create a more visible demand for platforms for negotiation, conflict resolution and dialogue across different categories of users and uses. Finally, the authors propose that future research should challenge implicit biases in water resources planning and address imbalances in the allocation of water from the perspectives of both equity and sustainability.
