Promises To Keep
Author: National Council on Disability, Washington, DC.
Publisher:
ISBN:
Category : Law
Languages : en
Pages : 544
Book Description
This report is the third in a series of independent analyses by the National Council on Disability on federal enforcement of civil rights laws. This report looks at the Americans with Disabilities Act (ADA) enforcement activities from 1990 to 1999 of four key federal agencies: the Department of Justice, the Equal Employment Opportunity Commission (EEOC), the Department of Transportation, and the Federal Communications Commission. Findings indicate that while the Clinton Administration has consistently asserted its strong support for the civil rights of people with disabilities, the federal agencies charged with enforcement and policy development under ADA have been underfunded, overly cautious, reactive, and lacking any coherent and unifying national strategy. In addition, it is found that enforcement agencies have not consistently taken leadership roles in emergent issues. The following recommendations are made: (1) the Department of Justice should provide assertive leadership for ADA implementation and develop a strategic vision and plan for ADA enforcement across the federal government; and (2) the Departments of Justice and Transportation, the EEOC, and the Title II referral agencies should strengthen methods for the timely and effective enforcement of ADA. Appendices include a summary of the ADA. (CR)

Practices in No-show and Late Cancellation Policies for ADA Paratransit
Author: Rosemary G. Mathias
Publisher: Transportation Research Board
ISBN: 0309097517
Category : Paratransit services
Languages : en
Pages : 58
Book Description
This synthesis documents current and innovative practices of U.S. transit agencies in the development and implementation of passenger no-show and late cancellation policies for paratransit programs operated under the regulatory requirements of the Americans with Disabilities Act of 1990 (ADA). It describes how some policies are administered, the community response, and their effectiveness in small, medium, and large transit agencies surveyed. It examines policies both as a way to improve system productivity, efficiency, and capacity, and as a means to better serve riders with disabilities who may experience difficulties with the advance reservation aspect of most ADA complementary paratransit operations. This topic is of interest to transit agencies that are responsible for providing ADA complementary paratransit that is efficient, cost-effective, and responsive to customer needs. It is also of interest to the disability community and other stakeholders who are concerned about having access to transportation services that are efficient, cost-effective, and appropriate for customer needs.
